City of Knoxville City Council met Aug. 4
Here are the minutes provided by the council:
Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hope, Hillier, Moore, Rainey, Reed, and Taylor, Mayor Myers, Treasurer Barnum, Police Chief Poyner, and City Clerk Kirchgessner
Public Comments: N/A
Approval of Minutes: Gruner moved to approve the Minutes of July 21, 2025, City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote (8) yes.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: No report
Treasurer’s Report: Treasurer Barnum reported that $634.00 interest was collected in July from Tompkins State Bank on accounts that were non-interest bearing at First Mid Bank. She also stated that general funds were being transferred on Tuesday August 5, 2025.
City Clerk’s Report: No report.
OLD BUSINESS
1. Knoxville Welcome Signs: The welcome signs were moved to the first meeting in September due to the cancellation of the Knoxville Community Fund meeting.
2. Security Light 310 Locust Street: Chief Poyner assessed the situation and spoke with Ameren. The homeowner who requested the light didn’t attend the meeting so we could ask him questions.
3. City Hall Air Conditioning Unit: Mayor Myer gave approval for Ring Sheet Metal to proceed with the work since this job would be time and materials and not a bid project. He stated this project shouldn’t exceed his spending limits.
NEW BUSINESS
1. Resolution 2025-39 Hire Full Time Utility Employee- Tyler Plack: Alderman Hillier moved to approve Resolution 2025-39 to hire Tyler Plack as a Full Time Utilities Worker at $19.00 per hour. Alderman Gruner seconded the motion, which passed with (8) yes votes.
2. Halloween Parade: This item was tabled since a representative wasn’t present to speak on the parade.
Mayor’s Report:
• Park Restrooms Vandalized. The city has posted on the city web page hoping that we can get the public to help keep an additional eye on the park. There was quite a bit of damage but most of the damage could be repaired by City employees. The possibility of placing a router on the water tower to be able to get a better signal to cameras was addressed.
• Kaser Power Equipment is going to be closing and Account Specialist Tuthill reached out to Shell Gas Station as an option to sell the yard waste bags. This item will be on the agenda at the next meeting for a vote.
• A culvert on West Main Street collapsed due to the recent heavy rains. This was replaced by Hood Construction Group.
• City Collector Wilt is looking into the 1% sales tax. The Mayor has asked her to see if she can figure out how much money is being generated.
• The next regularly scheduled Council Meeting will be on Monday, August 18, 2025, at 7:00 PM.
Committee Reports:
• Administration: No report.
• Cemetery: No report.
• Economic Development: No report.
• Parks: Alderman Reed report that he still hadn’t received movie equipment.
• Police: No report
• Sanitation: No Report.
• Streets: No Report.
• Water/Sewer: Alderman Gruner reported that the main circuit breaker for the Wastewater Treatment Plant could be repaired for $2,000.00 or replaced for $5,000.00 with a 3 year warranty. Mayor Myers stated that this could be replaced without being added to the agenda. The new circuit breaker unit was authorized.
Adjourn: At 7:22 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
