City of Knoxville City Council met July 21

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the City of Knoxville Public Hearing on the 2025-2026 Appropriations Ordinance to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Gruner, Hillier, Hope, Moore, Rainey and Reed; Mayor Myers, Treasurer Barnum, Attorney McCoy, Chief of Police Poyner and City Clerk Kirchgessner. Absent: Aldermen Eiker and Taylor. Also present: Mr. Michael Rozum, Ms. Penny Flesner, Mrs. Jill Davis, Mrs. Emily Lester and Mr. Tim Eagle.

Public Comments: None.

Adjourn: Alderman Hillier moved to adjourn the Public Hearing. Alderman Gruner seconded the motion, which passed by voice vote with no dissent. The Public Hearing was adjourned at 7:04 PM.

Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:05 PM.

Roll Call: Present: Aldermen Gruner, Hillier, Hope, Moore, Rainey, and Reed; Mayor Myers, Treasurer Barnum, Attorney McCoy, Chief of Police Poyner, City Clerk Kirchgessner. Absent: Aldermen Eiker and Taylor. Also present: Mr. Michael Rozum, Ms. Jill Davis, Ms. Penny Flesner, Ms. Emily Lester, and Mr. Tim Eagle.

Public Comments: None

Approval of Minutes: Alderman Rainey moved to approve the Minutes of the June 16, 2025 City Council Meeting and the June 30, 2025 Work Session. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: The Illinois Department of Transportation certified that they have reviewed the books and records in so far as they pertain to the receipt and disbursement of the Motor Fuel Tax Fund of the City of Knoxville for the period beginning Jan 1, 2024 and ending Dec 31, 2024 and the entries for receipts in these books and record are true and correct.

Payment of City Bills: Alderman Gruner moved to approve payment of the City Bills. Alderman Hillier seconded the motion which passed with six (6) Yes votes and two (2) Absent.

OLD BUSINESS

NEW BUSINESS

1. Employee Health/ Dental/Vision Insurance Renewal: Mr. Michael Rozum presented the option and pricing for new Health, Dental and Vision plans. Alderman Gruner moved that Michael Rozum present to employees with the options and ultimately let the employee choose the plan that best suits them. Alderman Moore seconded the motion which passed with six (6) Yes votes and two (2) Absent.

2. Employee Life/AD&D/ Short Term Disability Insurance Renewal: Mr. Michael Rozum presented comparisons and options for employee life insurance, accidental death and dismemberment insurance, and short term disability insurance renewal. Alderman Hillier moved to accept Met Life as the new provider for employee Life/AD&D/Short Term Disability. Alderman Gruner seconded the motion which passed with six (6) yes votes and two (2) Absent.

3. Ordinance 2025-05 2025-2026 Appropriations: Alderman Gruner moved to approve Ordinance 2025-05 Appropriations as submitted. Alderman Hillier seconded motion which passed with six (6) yes votes and two (2) Absent.

4. Knoxville Welcome Sign: Tabled due to the fact the Knoxville Community Fund meeting was canceled.

5. Knoxville Mausoleum: Alderman Hillier moved that we accept the bid from Carroll Wells in the amount of $2,500.00 to make repairs to the mausoleum. Alderman Gruner seconded the motion which passed with six (6) yes votes and two (2) Absent.

6. Knoxville Car Show: Mr. Tim Eagle spoke about the 20th Annual Knoxville Car Show and asked the board for their support financially. Alderman Gruner moved to give the Knoxville Car Show up to $1,000.00 to help with expenses such as insurance and advertising. Alderman Hope seconded the motion which passed with six (6) yes votes and two (2) Absent.

7. Security Light 310 Locust Street: Alderman Gruner moved that we table this item due to the fact the homeowner wasn’t present to explain the request. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

8. Library Air Conditioning System: Alderman Hillier moved that we replace the library air conditioning unit for $10,000.00 using Ring Sheet Metal Heating and Air Conditioning. Alderman Hope seconded the motion which passed with six (6) yes votes and two (2) Absent. 

9. City Hall Air Conditioning System: This item was moved to the next agenda as pricing information wasn’t yet available.

10. Zoning Board of Appeals-Minor Subdivision 1337 Knox Hwy 8: Mayor Myers explains the reasoning behind the appeal. Alderman Rainey moved to accept the recommendation of the zoning board. Alderman Gruner seconded the motion which carries with six (6) yes votes and two (2) Absent.

11. Police Vehicle Cameras: Alderman Moore explained the police cameras would be funded from the current DUI fund. The cost would be $17,050.49, not including installation. The fund currently has $21,000 which will cover the cost. After the installation the police should be up to date on all equipment. Alderman Moore made a motion to move forward with the purchase and installation by Supreme Radio Communications. Alderman Hillier seconded the motion which carried with six (6) yes votes and two (2) Absent.

Mayor’s Report:

• July 4 fireworks were a success.

• Water pitcher grant is still in the works.

• Unsightly properties were discussed.

• The next regularly scheduled Council Meeting will be on Monday, August 4, 2025, at 7:00 PM.

Committee Reports:

• Administration: No report.

• Cemetery: Alderman Hillier reported that the Librarian, Michelle Walker, had written and received a grant for $12,500.00 to help cover lost funding. She commended her efforts.

• Economic Development: No report.

• Parks: Alderman Reed reported that the screen still had not arrived and Movies in the Park will be coming soon.

• Police: No report

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 8:04 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hope seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
