City of Monmouth City Council met July 7
Here are the minutes provided by the council:
I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Melissa Teel called the roll and those answering Present were: Aldermen Roger Teel, Brad Bone, Scott Weber, Brian Daw (Remote), Juan Pinedo, John VanVleet, Kevin Ferry and Jim Conard Absent: None Also Present: Mayor Rod Davies, City Clerk Melissa Teel, City Attorney Marcum Spears, City Administrator Lew Steinbrecher, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer, Public Works Director Brayden Bledsoe and Building and Zoning Director Joe Clark
III. APPROVAL OF THE MINUTES
A. Approval of the June 16, 2025 Council Meeting Minutes as presented
It was moved by Alderman Bone and seconded by Alderman Ferry to approve the minutes. AYE: Alderman Teel, Bone, Weber, Conard, Pinedo, Ferry and VanVleet
NAY: None PASS: Alderman Daw
MOTION CARRIED.
IV. PRESENTATIONS
There were no presentations or Citizen Inquiries to consider
V. CONSENT AGENDA
A. Approval of the Bills
It was moved by Alderman Daw and seconded by Alderman Ferry to approve the bills as presented. AYE: Aldermen Bone, Weber, Daw, Conard, Pinedo, Ferry, VanVleet, and Teel.
MOTION CARRIED.
VI. COMMITTEE OF THE WHOLE
A. Zoning Director Joe Clark presented the June monthly zoning report. There were 21 Junk and Debris notices issued, 30 Mow notices, and 3 Citations. The Vaughn building window replacement is complete, Monmouth College Nursing Classroom renovation is complete and the Taco Bell lobby remodel is also complete. The Airport terminal interior work continues. 815 East Broadway house renovation continues and will provide more housing for students at Monmouth College. There is a new house construction on South 2nd Street following a fire that destroyed a mobile home. OSF Holy Family CT Scan Room is approaching completion. The renovation of the Banker’s Life Building is ongoing and will be further reported at a later date. Storage units going in on East Jackson. Whisker Wash is underway for a 24 hour wash station for pets.
B. Director Brayden Bledsoe presented the May update for the Public Works department. Completed a fall protection training during May for the guys out in the field and in the plants. Public Works office moved from upstairs to downstairs in the back office. The City did receive one bid for the West Harlem water treatment plant building. The price has not been opened yet as the bid looks at contractor qualifications first and considers price last so Woodard and Curran should have that price at the next meeting or the one following that.
C. City Administrator Lew Steinbrecher talked about the 3 bids the City received for the window replacement at City Hall. The bids are for replacing all the windows at City Hall including the upstairs windows and the emergency door that is inoperable in the conference room off of council chambers. Beachy’s Windows came in at $97,534, the other two were over $125,000 and over $130,000 and with the $100,000 grant we received from a local charitable foundation, Administrator Steinbrecher recommends accepting the low bid from Beachy’s Windows.
It was moved by Alderman Pinedo and seconded by Alderman VanVleet to accept the low bid. AYE: Aldermen Weber, Daw, Conard, Pinedo, Ferry, VanVleet, Teel, and Bone NAY: None

D. Director Bledsoe explained that the contract with IMEG is for the West Harlem roadway project from G to Main and it will cover them doing all the inspections and overseeing the construction crew to make sure they are following plans and specifications as well as all the state required paperwork for ongoing construction.
Director Bledsoe recommends accepting the agreement at a price of $443,693.00 and will be paid with Motor Fuel Tax funds.
It was moved by Alderman Conard to approve the contract with IMEG for the West Harlem roadway reconstruction and seconded by Alderman Bone. AYE: Aldermen Daw, Conard, Pinedo, Ferry, VanVleet, Teel, Bone and Weber NAY: None

VII. ORDINANCES
VIII. RESOLUTIONS
A. Resolution 24-004 IMEG Services for West Harlem Ave Roadway Reconstruction using MFT Funds. Director Bledsoe explained that this resolution approves using motor fuel tax funds to pay IMEG for the services and Mayor Davies states that it does require council approval.
It was moved by Alderman VanVleet and seconded by Alderman Teel to approve the Resolution AYE: Aldermen Conard, Pinedo, Ferry, VanVleet, Teel, Bone, Weber, and Daw NAY: None
MOTION CARRIED.
B. Resolution 24-003 Accepting a Grant Under the IHDA HRAP Round 2 for $400,000.00 for home accessibility. Administrator Steinbrecher explained the grant was for rehabilitation for homes in the City for low income families that need repairs of handicap access to their homes. He stated that the maximum amount that can be spent on any one house is $40,000 and the city is hopeful that we can repair or rehabilitate up to 8-9 homes. He said the focus will be on the south side of town and that WIRC will administer the funds on behalf of the City. Alderman Ferry asked how do homeowners know they can apply? Mayor explained that once approved. WIRC is the grant administrator and they will do all the required publications and even possibly a public hearing to get word out about the grant.
Alderman VanVleet asked is it for renters also or just for homeowners? Mayor stated just for homeowners. Alderman VanVleet asked would the radio station help us out with getting the word out and Mayor Davies responded that after every council meeting, they meet with the radio station for a recap of the council meeting and Vanessa is very good about getting public announcements out.
It was moved by Alderman VanVleet and seconded by Alderman Ferry to approve the Resolution AYE: Aldermen Pinedo, Ferry, VanVleet, Teel, Bone, Weber, Daw, and Conard NAY: None

IX. EXECUTIVE SESSION
A. Per Illinois Statute 5ILCS 120/2 to consider Collective Bargaining. It was moved by Alderman Bone and seconded by Alderman VanVleet to go into executive session at 6:18 PM. AYE: Aldermen Ferry, VanVleet, Teel, Bone, Weber, Daw, Conard, and Pinedo NAY: None
MOTION CARRIED.
B. It was moved by Alderman VanVleet and seconded by Alderman Teel to return to regular session at 6:35 PM AYE: Aldermen VanVleet, Teel, Bone, Weber, Conard, Pinedo and Ferry NAY: None ABSENT: Alderman Daw
MOTION CARRIED.
X. ADJOURNMENT
A. Alderman Bone moved to adjourn the July 7 th meeting at 6:36 p.m. and seconded by
Alderman VanVleet. MOTION CARRIED by unanimous voice vote with the exception of Alderman Daw who was absent.
