City of Knoxville City Council met April 21
Here are the minutes provided by the council:
Call to Order: Mayor Myers called the regular Council Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey and Reed, Taylor; Mayor Myers, Treasurer Barnum, Chief Poyner, and City Clerk Wilt. Absent: Attorney McCoy.
Also present: Ms. Barb Kirchgessner, Mrs. Jill Davis, Mr. Aaron Steele, Ms. Penny Flesner.
Public Comments: Alderman Gruner encouraged Council members to attend the Law Seminar hosted by Miller, Hall & Triggs LLC on May 10, 1025.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the April 7, 2025 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: No report.
Treasurer’s Report: No report.
City Clerk’s Report: No report.
Payment of City Bills: Alderman Taylor moved to approve payment of the City Bills.
Alderman Hillier seconded the motion which passed with eight (8) Yes votes.
OLD BUSINESS
1. Employee Health Insurance: Alderman Rainey moved to select Gallagher Benefit Services Inc as the City’s health insurance broker. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes.
NEW BUSINESS
1. Library Electrical Panel Replacement: The entire electrical panel at the Public Library is unsafe and needs replacing and upgrading. Three bids for the work were solicited, with two bids received. Alderman Hillier moved to contract with Mangieri Electric to replace the electrical panel in the Public Library for $4,940.00. Alderman Taylor seconded the motion, which passed with eight (8) Yes votes.
2. Resolution 2025-06 Hire Part Time Grounds Maintenance Worker Gary Eklund: Alderman Hillier moved approve Resolution 2025-06 to hire Part Time Grounds Maintenance Worker Gary Eklund at $15.00 per hour. Alderman Gruner seconded the motion, which passed with eight (8) Yes votes.
3. Resolutions 2025-07 to 2025-37 Employee Compensation: Employee compensation was discussed in closed session during the April 7, 2025 Administrative Committee Meeting. Alderman Gruner moved to approve Resolutions 2025-07 to 2025-37 Employee Compensation for the 2025-2026 fiscal year, as presented during the April 7, 2025 Administrative Committee Meeting. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes.
Mayor’s Report:
• Ameren Illinois has subcontracted out to add power poles, but has not been removing the old poles.
• No updates to the Downtown Streetscape project, other than that local concrete prices are up.
• The new backhoe is now available at Birkey’s, and will be paid for and picked up in the new fiscal year.
• The water line area northwest of town is still being cleared and is about 50% completed.
• The next regularly scheduled Council meeting will be held on Monday, May 5, 2025 at 7:00 pm.

Adjourn: At 7:12 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
