City of Monmouth City Council met Dec. 16

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Jay Grant, Brad Bone, Brian Daw (remote), Juan Pinedo, Kevin Ferry and John VanVleet

Absent: Alderwoman Susan Twomey and Alderman Conard Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. Trevor, Building and Zoning Director Joe Clark, Woodard and Curran Public Works Director Brayden Bledsoe, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer Also

III. APPROVAL OF MINUTES

A. Approval of December 2, 2024 Council Meeting Minutes

It was moved by Alderman Grant and seconded by Alderman VanVleet to approve the November 18, 2024 Council Meeting Minutes as presented. AYE: Aldermen Grant, Bone, Daw (remote), Pinedo and VanVleet NAY: none PASS: Alderman Ferry ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries (All inquiries are limited to 3 minutes per City Ordinance)

1. Swearing-in of MFD Assistant Chief – Ryan Armstrong

City Clerk Susan Trevor swore in Ryan Armstrong as Assistant Chief for the Monmouth Fire Department.

B. Consent Agenda (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion).

1. Approval of Bills

It was moved by Alderman Daw and seconded by Alderman Ferry to approve the bills as presented. AYE: Aldermen Daw (remote), Pinedo, Ferry, VanVleet, Grant and Bone NAY: none ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. MFD November Report – Chief Rexroat

The department responded to 113 calls in the month of November, 

Firefighters Mangeri and Osborne attended technical rescue training on trench rescue in Peoria.

Ladder 40 and Engine 21 had minor repair issues.

The sprinkler system at the North Station has been leaking water. The technician was able to slow the leak, but there is a major component that has to be replaced in order to repair the system.

The training prop has been modified with ductwork that will allow the department to add the realism of smoke and heat to its training evolution and the prop is close to being completed.

B. MPD November Report – Chief Switzer

• November MPD calls were 1,275: November Dispatch calls were 2,435 and MPD responded to 20 accidents in November.

• MPD officers spent 24 hours in Court Time.

• Reunification training was conducted at Central Intermediate School and M-R Junior High.

• MPD Officers completed State mandated training.

• Several squad cars were taken in for maintenance issues.

C. Approval of 2025 Council Meeting Schedule

It was moved by Alderman Bone and seconded by Alderman Grant to approve the 2025 Council Meeting Schedule as presented. AYE: Aldermen Daw (remote), Aldermen Pinedo, Ferry, VanVleet, Grant and Bone NAY: none ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

D. Approval of Demolition Bid for 1114 South 1st Street

Zoning Director Clark said that two bids were received and opened at City Hall on December 13th at 10:00 a.m. with Brown Excavating and Demolition submitting the lowest bid of $7,470. There was no asbestos inspection or remediation included in the bidding requirements.

Director Clark is recommending approval of the low bid as presented. It was moved by Alderman Ferry and seconded by Alderman VanVleet to accept Director Clark’s recommendation and approve the low bid of $7,470 by Brown Excavating and Demolition.

AYE: Aldermen Daw (remote), Pinedo, Ferry, VanVleet, Grant and Bone NAY: none ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

VI. ORDINANCES

A. 1st Reading

1. 24-034, Monmouth North Commercial TIF District Registry

2. 24-035, Monmouth North Commercial TIF District Public Hearing Date

Administrator Steinbrecher explained that these ordinances are for the North Commercial TIF District for the redevelopment of Beck Oil to allow for the registration of interested parties.

At present I am not aware of anybody registering. The Registry ordinance is simply a requirement of TIF law. The primary interested parties in TIF are the other taxing bodies and the City has already processed this North Commercial TIF District through the Joint Review Board, which is there for the creation and maintenance of a TIF District. The Joint Review Board holds annual meetings with members of the other taxing jurisdictions to review purposes of TIF Districts as well as projects undertaken.

Ordinance 24-035 is another requirement of TIF law and is for the purpose of setting a Public Hearing date, which will be February 3, 2025 at 5:30 p.m., to allow for public comment. The Administration is asking for Council’s approval of both ordinances. It was moved by Alderman Grant and seconded by Alderman Bone to approve Ordinances 24-034 and 24-035 as presented. AYE: Aldermen Pinedo, Ferry, VanVleet, Grant, Bone and Daw (remote) NAY: none ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

3. 24-036, Partially Abating Tax for Year 2024, $8,335,000.00 GOB, Series 2014

4. 24-037 Abating Tax for Year 2024, $4,065,000.00 GOB, Series 2015B

5. 24-038, Abating Tax for Year 2024, $4,200,000.00 GOB, Series 2020A

6. 24-039, Abating Tax for Year 2024, $7,680,000.00 GOB, Series 2020

7. 24-040, Abating Tax for Year 2024, $13,650,000.00 GOB Series 2021 A & B

Mayor Davies explained that these five ordinances deal with the City’s abating levying property taxes to pay for our debt service for our GOB bonds. Ordinance 24-036 is the only bond paid out of the General Fund for which the City levies property taxes in the amount of $400,000 to pay on the GOB Series 2014 bond. The rest of the four bonds are paid for out of the Water/Sewer Fund. The Administration is asking for the Council’s approval of these five ordinances collectively. It was moved by Alderman Ferry and seconded by Alderman Grant to approve collectively Ordinances 24-036, 24-037, 24-038, 24-039 and 24-040 as presented.

AYE: Aldermen Ferry, VanVleet, Grant, Bone, Daw (remote) and Pinedo NAY: none ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

B. 2nd Reading

1. 24-032, Amending Liquor License Numbers

Mayor Davies explained that this ordinance provides for the number of package liquor store licenses to be increased from 11 to 12 in response to a request by Basheer Arradi at 1150 N. 6th Street. It was moved by Alderman VanVleet and seconded by Alderman Ferry to approve Ordinance 24-032 as presented. AYE: Aldermen Pinedo, Ferry, VanVleet, Grant and Bone NAY: none PASS: Alderman Daw, ABSENT: Alderwoman Twomey and Alderman Conard MOTION CARRIED.

VII. OTHER BUSINESS

There was none to consider

VIII. ADJOURNMENT

It was moved by Alderman Daw and seconded by Alderman Grant to adjourn the December 16th meeting at 6:25 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman Twomey and Alderman Conard, who were absent.
