I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Jay Grant, Alderwoman Susan Twomey, Aldermen Brian Daw, Jim Conard, Juan Pinedo and John VanVleet Absent: Aldermen Brad Bone and Kevin Ferry Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Building and Zoning Director Joe Clark, Brayden Bledsoe, Woodard and Curran Public Works Director, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer
III. APPROVAL OF MINUTES
A. Approval of November 18, 2024 Council Meeting Minutes
It was moved by Alderman Grant and seconded by Alderwoman Twomey to approve the November 18, 2024 Council Meeting Minutes as presented. AYE: Aldermen Grant, Alderwoman Twomey, Aldermen Daw, Conard, Pinedo and VanVleet NAY: none
ABSENT: Aldermen Bone and Ferry MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL
A. Presentations or Citizen Inquiries (All inquiries are limited to 3 minutes per City Ordinance)
There were none to be considered.
B. Consent Agenda (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion).
1. Approval of Bills
It was moved by Alderman Daw and seconded by Alderman Pinedo to approve the bills as presented. AYE: Alderwoman Twomey, Aldermen Daw, Conard, Pinedo, VanVleet and Grant NAY: none ABSENT: Aldermen Bone and Ferry MOTION CARRIED.
V. COMMITTEE OF THE WHOLE
A. Building and Zoning November Report – Director Clark
The Zoning department continues to issue building permits, notices for ordinance violations, junk and debris notices, notices for unsafe structures, issue citations and complete rental and solar inspections.
1. Open Projects: Beck’s Oil Company Truck Stop – Underground tanks and footings for canopies for both the store location and the diesel island have been put in place with tank piping and lift pumps also being placed. Demolition was completed for 1200 North Main to make way for the entrance to Beck’s Oil Truck Stop and parking off highway 67 North.
2. Completed Projects: Jimmy John’s -- All building construction, electrical inspection, heat request to Ameren and plumbing roughed in is completed. The grade is started for the parking area and alleyway.
B. Woodard and Curran October Report – Director Bledsoe
➢ Phase II of West Harlem is close to completion. Advance Plumbing will come back in the Spring to finish the grading.
➢ The Federal EPA will be here on Friday to participate in Christmas on the Square with an informational booth regarding the lead service replacement program..
➢ There were a couple of water main breaks over the weekend with one still being worked on.
➢ The Mayor added that he and Brayden will be meeting with Porter Brothers tomorrow to make sure that everything is squared away for the Christmas on the Square Event on December 6th.
VI. RESOLUTIONS
A. 24-010, Resolution for Joint Funding to Reconstruct West Harlem from US 34 to North Main Street
Director Bledsoe explained that this agreement is with the State that will allow the City to use its Federal allotment of MFT funds to pay for Phase I on West Harlem. It was moved by Alderman Pinedo and seconded by Alderman Conard to approve Resolution 24-010 as presented. AYE: Alderwoman Twomey, Aldermen Daw, Conard, Pinedo, VanVleet and Grant. NAY: none ABSENT: Aldermen Bone and Ferry MOTION CARRIED.
VII. ORDINANCES
A. 1st Reading
1. 24-032, Amending Liquor License Numbers
Mayor Davies explained that this ordinance provides for the number of package liquor store licenses to be increased from 11 to 12 in response to a request by Basheer Arradi at 1150 N. 6th Street. It was moved by Alderman VanVleet and seconded by Alderman Pinedo to approve Ordinance 24-032 as presented. AYE: Aldermen Conard, Pinedo, VanVleet and Grant NAY: Alderwoman Twomey PASS: Alderman Daw, ABSENT: Aldermen Bone and Ferry MOTION FAILED and will be returned for a 2 nd Reading at the next meeting.
2. 24-033, 2024 Tax Levy
Administrator Steinbrecher explained that the total levy of $2,849,000 is the same as presented two weeks ago with 75% of the levy going to the fire and police pension funds. The City was able to push back up the portion to support City Services to $349,000. It was moved by Alderman Daw and seconded by Alderman Grant to approve Ordinance 24-033 as presented. AYE: Aldermen Conard, Pinedo, VanVleet, Grant, Alderwoman Twomey and Alderman Daw. NAY: none ABSENT: Aldermen Bone and Ferry MOTION CARRIED.
VIII. OTHER BUSINESS
There was none to consider
IX. ADJOURNMENT
It was moved by Alderman Daw and seconded by Alderman VanVleet to adjourn the December 2nd meeting at 6:12 p.m. MOTION CARRIED by unanimous voice vote with the exception of Aldermen Bone and Ferry, who were absent.
