City of Monmouth City Council met Oct. 21

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL
City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Jay Grant, Brad Bone, Alderwoman Susan Twomey, Aldermen Jim Conard, Juan Pinedo and John VanVleet Absent: Aldermen Daw and Ferry Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. III. APPROVAL OF MINUTES
A. Approval of October 7, 2024 Council Meeting Minutes
It was moved by Alderman Grant and seconded by Alderman Conard to approve the October 7, 2024 Council Meeting Minutes as presented. AYE: Aldermen Grant, Bone, Alderwoman Twomey, Aldermen Conard, Pinedo and VanVleet NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
IV. PRESENTATION TO THE COUNCIL
A. Presentations or Citizen Inquiries (All inquiries are limited to 3 minutes per City Ordinance)

B. Consent Agenda (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion).
1. Approval of Bills
It was moved by Alderman Bone and seconded by Alderman Pinedo to approve the bills as presented. AYE:, Alderman Bone, Alderwoman Twomey, Aldermen Conard, Pinedo, VanVleet and Grant NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
V. COMMITTEE OF THE WHOLE
A. MFD September Report -- Chief Rexroat
The Department responded to 124 service calls in September
Part of the Department attended a Ropes Rescue Training course in Peoria.
Firefighters LaFollette and Martin participated in a hazardous materials technician training course in Galesburg.
Captain Peeler retired on September 30th with 20 years with our Department. Prior to coming to the Monmouth Department, he had 15 years-experience with the Edge-Scott Fire Protection District, which gave him 35 years of service as a firefighter.
The Department received two smaller grants recently. The first one was from Compeer Financial for $3,400 to be used for the purchase of ventilation fans and gas masks. The second grant was from the Illinois Department of Public Health to purchase mannequins for CPR training.
The Department has applied for a grant from the Illinois State Fire Marshall to be able to purchase struts used to stabilize vehicles during extrication procedures.
Notification was received that the Department has been denied a grant for a new fire truck. Out of 8,000 applications for this grant, 1,000 were awarded. The competition was very stiff.
Firefighter Talbott will graduate this Friday from the Firefighter Academy in Champaign.
B. MPD September Report – Chief Switzer
• MPD Arrests 74; Citations 112; Calls into Dispatch 3111; MPD Calls 1,224; Dispatch Calls 2,493; MPD accidents 23; Grant Hours worked 58; Court Hours34.
• MPD held an Intruder Drill at Harding for the staff and students.
• An Active Shooter training was conducted at the Crossing Church.
• MRHS Homecoming Parade was held with no incidents.
C. Approval of the Fire Safety Trailer
Chief Rexroat explained that the Fire Department was awarded a FEMA Fire
Prevention and safety Grant to purchase a new 27’ fire safety trailer to be used by the department to educate the public about fire safety. The anticipated cost is $224,000 of which the City is required to contribute 5%. Three different vendors submitted quotes with the one from JHB Group at $190,323.23 being the one that Chief Rexroat is recommending for acceptance. The City’s 5% contribution would be $9,000. It was moved by Alderman Pinedo and seconded by Alderman VanVleet to accept the bid from JHB Group for $190,323.23. AYE: Alderwoman Twomey, Aldermen Conard, Pinedo, VanVleet, Grant and Bone NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
VI. ORDINANCES
A. 1st Reading
1. 24-023, 4-way Stop – West Boston and North A Street
It was moved by Alderman Pinedo and seconded by Alderman VanVleet to approve a 4-way stop going East to West on West Boston Avenue and North to South on North A Street as stated in Ordinance 24-023. AYE: Aldermen Conard, Pinedo, VanVleet, Grant, Bone and Alderwoman Twomey NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
2. 24-025, Setback Variance for 1000 South Main Street
It was moved Alderman VanVleet and seconded by Alderman Conard to approve the recommendation of the Zoning Board of Appeals to allow the Setback Variance for the construction of a building addition for the property at 1000 South Main Street. AYE: Aldermen Conard, Pinedo, VanVleet, Grant, Bone and Alderwoman Twomey NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
3. 24-026, Tobacco Ordinance and E-Cigarette Amendment
Chief Switzer explained that two amendments are needed to be made to Chapter 113, entitled “Cigarette Tax” for raising the age to purchase tobacco products and adding the newer alternate nicotine products such as electronic cigarettes or vaping devices. It was moved by Alderman Grant and seconded by Alderman VanVleet to approve Ordinance 24-026 as presented. AYE: Aldermen Pinedo, VanVleet, Grant, Bone, Alderwoman Twomey and Alderman Conard NAY: none ABSENT: Aldermen Daw and Ferry MOTION CARRIED.
VII. OTHER BUSINESS
There was none to consider.
VIII. ADJOURNMENT
It was moved by Alderwoman Twomey and seconded by Alderman VanVleet to adjourn the October 21st meeting at 6:15 p.m. MOTION CARRIED by unanimous voice vote with the exception of Aldermen Daw and Ferry, who were absent.
