On September 26, 2024, we at Galesburg Reporter sent a Freedom of Information Act (FOIA) request to Knox County, Illinois. The request sought records detailing all payments made to vendors from January 1, 2024, through September 26, 2024.
The requested information includes the vendor name, transaction date, transaction description, and amount for each payment. As a media organization dedicated to comprehensive and accurate news coverage on local governmental affairs, access to these public records is essential for our reporting.
We aim to hold public institutions accountable and provide transparency to the public through our work. In light of this role in disseminating information, we have also requested a fee waiver as a media professional.

This request comes amidst significant infrastructure developments in Illinois. The Illinois Department of Transportation announced in July 2023 the most extensive multi-year program, Rebuild Illinois, aiming to improve and repair all modes of transportation across the state.
Governor JB Pritzker commented on the program saying, "Over the next six years, we're investing over $40 billion to improve all modes of transportation across our great state. That means better roads and bridges, modernized transit and aviation, and expanded and faster passenger rail service."
According to the Illinois Department of Transportation, JB Pritzker's Rebuild Illinois program is planning or implementing ten major projects in Chicago alone. These projects will see an investment of $396 million aimed at improving safety and mobility on Illinois's roads and bridges.
Three out of these ten projects are scheduled for completion in 2024 while the remaining seven are projected for completion between 2025 through 2030. Furthermore, Kane County is set to receive $107 million in funding for seven projects under the Rebuild Illinois program.
Central Cook County will also benefit from the program with an investment of $220 million in ten projects aimed at constructing roads and bridges. As we continue to track these developments, access to public records such as vendor payments will be crucial in providing accurate and comprehensive coverage.
