City of Knoxville City Council met July 15

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the City of Knoxville Public Hearing on the 2024-2025 Appropriations Ordinance to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey and Reed; Mayor Myers, Treasurer Barnum, Attorney McCoy, and City Clerk Wilt. Absent: Alderman Taylor. Also present: Mr. Tom Hoehn, Ms. Penny Flesner, Mrs. Jill Davis.

Public Comments: None.

Clerk Wilt noted that she increased the Tort Immunity appropriation from $70,000.00 to $71,750.00 to match the increased amount of the tax levy in that category.

Adjourn: Alderman Hillier moved to adjourn the Public Hearing. Alderman Gruner seconded the motion, which passed by voice vote with no dissent. The Public Hearing was adjourned at 7:04 PM.

Call to Order: Mayor Myers called the regular Council Meeting to order at 7:04 PM.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey and Reed; Mayor Myers, Treasurer Barnum, Attorney McCoy, and City Clerk Wilt. Absent: None. Also present: Mr. Tom Hoehn, Ms. Penny Flesner, Mrs. Jill Davis.

Public Comments: Mr. Tom Hoehn, 110 Oakview Dr. noted that the black rock used on Oakview Drive during the oil and chip process causes black tar on residents’ driveways and garages, while the white rock used on nearby Meyer Court did not appear to cause the same issues. He said that the Public Works Department had been responsive to his concerns, but he is looking for suggestions for a more permanent solution. Mayor Myers stated that he will speak with the City Engineer about alternative solutions, including using the white rock.

Ms. Penny Flesner, 450 Broad Ave, asked about the process for appropriations, and how residents were made aware of this process. It was noted that the notice for the Appropriations public hearing prior to this council meeting was published and was posted on the website and at the meeting place.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the July 1, 2024 City Council Work Session and the July 1, 2024 City Council Meeting. Alderman Eiker seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: Attorney McCoy presented a draft resolution which would present the question for a referendum to add up to a 1% non-home rule municipal retailers’ occupation tax and a non-home rule municipal service occupation tax. This potentially could be added to the April 2025 Consolidated Election ballot. This matter will be discussed further at the August 12, 2024 Council meeting.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: Clerk Wilt reported that the first day to circulate petitions for the 2025

Consolidated Election is August 20, 2024. Completed petitions may be filed between November 12 and November 18, 2024.

Payment of City Bills: Alderman Gruner moved to approve payment of the City Bills.

Alderman Hillier seconded the motion which passed with seven (7) Yes votes and one (1)

Absent.

INFORMATION ITEMS

• Mayor Myers noted that the monthly departmental operating reports were available in the online Council packet.

OLD BUSINESS

1. Ordinance 2024-02 Adding Parking Restrictions for Trailers and Motor Homes and Amending Provisions of the City Code Regarding the Towing of Abandoned Motor Vehicles: Alderman Rainey moved to approve Ordinance 2024-02 Adding Parking Restrictions for Trailers and Motor Homes and Amending Provisions of the City Code Regarding the Towing of Abandoned Motor Vehicles. Alderman Moore seconded the motion which passed with seven (7) Yes votes and one (1) Absent.

2. Demolition of 209 N Hebard St: Attorney McCoy stated that he had been speaking with the bank attorney for 209 N Hebard St. The property has now been abated for grass, weeds, and debris, which is the bank’s responsibility. As the bank is stalling on the demolition process, Attorney McCoy has reached out again to Lockwood Excavating and Construction, and has arranged for an August 9, 2024 demolition start date.

NEW BUSINESS

1. Ordinance 2024-03 Appropriations: Alderman Eiker moved to approve Ordinance 2024-03 2024-2025 Appropriations. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes and one (1) Absent. 

2. Downtown Business District Sidewalk Replacement: Mayor Myers reported that Bruner, Cooper and Zuck Inc will be in the city on July 18, 2024 for a walk through concerning sidewalk replacement.

Mayor’s Report:

• The July 4 fireworks display was well attended and was a good show.

• The next regularly scheduled Council meeting will be held on Monday, August 5, 2024 at 7:00 pm.

Committee Reports

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:33 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
