City of Monmouth City Council met July 15

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Jay Grant, Brad Bone, Alderwoman Susan Twomey (remote), Aldermen Brian Daw (remote), Jim Conard and John VanVleet Absent: Aldermen Pinedo and Kevin Ferry Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Building and Zoning Director Joe Clark, Richard Nelson, Woodard and Curran Public Works Director, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer

III. APPROVAL OF MINUTES

A. Approval of July1, 2024 Council Meeting Minutes

It was moved by Alderman Grant and seconded by Alderman VanVleet to approve the July 1, 2024 Council Meeting Minutes as presented. AYE: Aldermen Grant, Bone, Alderwoman Twomey (remote), Aldermen Daw (remote), Conard and VanVleet NAY: none

ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries (all inquiries are limited to 3 minutes per City Ordinance)

1. MCAP Update – Andrea Monroe, Executive Director of MACC/MCAP Andrea gave the following updates on her MCAP job:

1) I attended my first Economic Development Summit in Chicago put on by the

IEDA.

2) I applied for a scholarship to take courses starting in October to become certified as an economic developer. This is a four-year process.

3) I continued training with Ken Springer, Knox County MCAP Director and attended the Knox MCAP annual meeting.

4) At this point, I am gaining a lot of great education and am in the process of planning our MCAP annual meeting in October.

Administrator Steinbrecher added that the City is in partnership with the college and private sector businesses all of whom provide the funding for MCAP. The focus of MCAP is to provide economic development for Monmouth and the entire Warren County area. Andrea will be coming once a month to the Council meetings to provide updates on MCAP developments.

B. Consent Agenda (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion).

1. Approval of Bills

It was moved by Alderman Daw (remote) and seconded by Alderwoman

Twomey (remote) to approve the bills as presented. AYE: Alderman Bone, Alderwoman Twomey (remote), Aldermen Daw (remote), Conard, VanVleet and Grant NAY: none

ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. MFD June Report – Chief Rexroat

There were 133 service calls in the month of June.

All three shifts went to the Girard water treatment plant to familiarize themselves with what is being stored there and where in the event of any leaks or spills of hazardous materials.

Low angle rope training was done with the whole department at Monmouth College.

New firefighters LaFollete and Martin completed EMT training at Southeastern College in Burlington, Iowa.

The department participated in ½ Way to Freezing for Food and also the Strong Families event at Lincoln Homes.

The pouring of the new concrete pads behind Station 2 was delayed due to weather.

The training prop containers have been ordered and customized. The piers that they will set on are being poured.

The air conditioning unit at Station 2 went out over the weekend and was able to be restarted temporarily. Unfortunately, the unit will have to be replaced and I am in the process of obtaining estimates to be able to present them for approval at the next Council meeting.

B. MPD June Report – Chief Switzer

• 65 MPD Arrests; 112 citations; 5,688 Dispatch calls; 1,247 MPD calls; 20 MPD accident responses; 70 grant hours worked and officers spent 16 hours in court for ••traffic and criminal cases

• As chief, I took part in the ½ Way to Freezing Food Event.

• Several more meetings were held with Flock Safety, the company who is providing the automatic license cameras, to determine the proper placement of the four cameras.

• Officers Casaro, Cox and Nichols attended the Strong Families Event at Lincoln Homes.

• The FOP Cops and Bobbers Ken Russell Memorial Fishing Event at Citizens Lake was very successful.

• The department is continuing its mandated training.

C. Beck Oil Agreement to Cover Cost of Creating a new TIF District

Administrator Steinbrecher explained this agreement is with Beck Oil Company to pay the City $27,000 for the cost of having Jacob and Klein, LTD remove Beck Oil from the Main Street TIF District and create a new North Commercial TIF District. It was moved by Alderman Conard and seconded by Alderwoman Twomey (remote) to approve the abovestated agreement between Beck Oil and the City. AYE: Alderwoman Twomey (remote), Aldermen Daw (remote), Conard, VanVleet, Grant and Bone NAY: none ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

VI. RESOLUTIONS

A. 24-005, North Commercial TIF District Inducement Resolution

Administrator Steinbrecher explained to the Council that the Administration has been working with the owners of Beck Oil for over a year to accommodate a $5 to $6 million redevelopment of their property along with purchasing and annexing property to the North of their property to expand their trucking facilities. This would include removing this property from the existing Main Street TIF District and creating a new North Commercial TIF District for the Beck Oil property as well as the newly annexed land to be acquired. The first step in this process is for the City Council to consider and approve an Inducement Resolution. The City can then retain the services of Steve Kline of Jacob and Klein, LTD to remove Beck Oil from the Main Street TIF District and create a new North Commercial TIF District to allow for this redevelopment project to move forward. Taco Bell would be left at its present location, but a different entrance would be created off Route 67. Beck Oil also asked that the City establish a Business District for just this property similar to the one created for Loves Truck Stop. The Administration is recommending approval of this resolution. It was moved by Alderman Grant and seconded by Alderman VanVleet to approve Resolution 24-005 as presented.

AYE: Aldermen Daw (remote), Conard, VanVleet, Grant, Bone and Alderwoman Twomey (remote) NAY: none ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

VII. ORDINANCES

A. 1st Reading

1. 24-015, Professional Services Agreement to Establish a new TIF District for the Beck Oil Redevelopment Project

Administrator Steinbrecher explained that Ordinance 24-015 is a professional services agreement with Jacob and Klein, LTD to establish and annually administer the Monmouth North Commercial TIF District at a cost of $27,000 plus a $15.00 per parcel surcharge of 1st five parcels included in the District. There will be an annual administrative fee of $2,500.

Per the previously approved agreement with Beck Oil, their company will pay the City’s cost of establishing the new North Commercial TIF District. It was moved by Alderman Bone and seconded by Alderwoman Twomey to approve Ordinance 24-015 as presented. AYE: Aldermen Conard, VanVleet, Grant, Bone, Alderwoman Twomey (remote) and Alderman Daw (remote) NAY: none ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

B. 2nd Reading

1. 24-013, Amending Chapter 98.18 of the Municipal Code

At the previous meeting there were not six aldermen present to pass this ordinance on the first reading; therefore, it is being presented for a second reading. It was moved by Alderman Grant and seconded by Alderwoman Twomey (remote) to approve Ordinance 24-013, Amending Chapter 98.18 to allow vehicles to only be driven on roads at Citizens Lake. AYE: Aldermen VanVleet, Grant, Bone, Alderwoman Twomey (remote), Aldermen Daw (remote) and Conard NAY: none ABSENT: Aldermen Pinedo and Ferry MOTION CARRIED.

VIII. OTHER BUSINESS

There was none to consider

IX. ADJOURNMENT

It was moved by Alderman Daw (remote) and seconded by Alderman VanVleet to adjourn the July 1st meeting at 6:25 p.m. MOTION CARRIED by unanimous voice vote with the exception of Aldermen Pinedo and Ferry, who were absent.
