City of Knoxville City Council met May 6
Here are the minutes provided by the council:
Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey, and Reed; Mayor Myers, Treasurer Barnum, Chief Poyner, and City Clerk Wilt. Absent: Alderman Taylor. Also present: Mrs. Gina Martin, Mrs. Jill Davis, Ms. Penny Flesner, Mr. Shawn Mason.
Public Comments: Alderman Reed spoke on behalf of Bill and Cathy Shenaut, 902 E South St, with concerns about where the culvert was widened near their property several years ago. Now there is nothing holding back the water flow, and it is affecting their property. Attorney McCoy will be contacted on this matter.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the April 15, 2024 City Council Meeting. Alderman Hillier seconded the motion, which passed by voice vote with no dissent. Alderman Moore moved to approve the Minutes of the April 29, 2024 Special Council Meeting. Alderman Hillier seconded the motion, which passed by voice vote with no dissent.

Mayor Myers read the Motorcycle Awareness Month Proclamation, provided by the Central Illinois ABATE.

OLD BUSINESS
NEW BUSINESS
1. Purchase New Cemetery Mower: Alderman Hillier moved to purchase a new 2023
Cub Cadet zero turn mower for the Cemetery department from Birkey's for $10,776.00. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
2. Culvert for 404 S Gilson St: Alderman Eiker reported that Ameren Illinois has installed a power pole in the middle of the driveway at 404 S Gilson St, and that an additional culvert was necessary. Alderman Eiker moved to allow the installation of an additional culvert at 404 S Gilson St. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
3. Resolution 2024-34 - Hire Full Time Police Officer Michael Duncan: Alderman
Moore moved to approve Resolution 2024-34 to hire Full Time Police Officer Michael Duncan at $20.00 per hour. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes and one (1) Absent. Officer Duncan is not certified, but will be attending training starting September 1, 2024.
4. TIF Final Approval -- GFDM LLC- Pinwheel Insurance & Investments 110 S Broad St: The Economic Development Group has approved the finalized grant application for GFDM LLC at 110 S Broad St. Alderman Eiker moved to approve the distribution of a TIF grant for $40,000.00 to GFDM LLC- Pinwheel Insurance & Investments 110 S Broad St. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes and one (1) Absent.
Mayor's Report:
Lacky Monuments repaired and reset the vandalized stone in the cemetery at no charge. Supervisor of Public Works Tim Rossell will celebrate 25 years with the City on May 7, 2024.
Knoxville Community Unit School District #202 accepted the City's bid for trash removal for $2,000.00 per month for three pick-ups per week at each facility, plus any additional overflow as requested.
Mayor Myers attended a FY25 budget meeting with the Knoxville Community Unit School District #202.
The cemetery and parks have been mowed and maintained well this spring.
The next regularly scheduled Council Meeting will be on Monday, May 20, 2024 at 7:00 PM.
Committee Reports:
Administration: No report.
Cemetery: Alderman Hillier stated that the new mural on the west wall at 223 E Main St has been installed, and that the other one on the west wall of 308 E Main is process. Economic Development: No report.
Parks: Alderman Eiker noted that mulch and treated lumber had been installed around the new equipment in James Knox Park. Mayor Myers stated that a ribbon-cutting ceremony will be scheduled.
Police: No report.
Sanitation: No report.
Streets: No report.
Water/Sewer: No report.
Adjourn: At 7:16 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
