City of Knoxville City Council met April 1

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey, Reed and Taylor; Mayor Myers, Treasurer Barnum, Chief Poyner, Attorney McCoy, and City Clerk Wilt. Absent:

None. Also present: Mrs. Gina Martin, Mr. Larry Lynch, Mrs. Jill Davis, Ms. Penny Flesner.

Public Comments: None.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the March 18, 2024 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

INFORMATION ITEMS

OLD BUSINESS

None.

NEW BUSINESS

1. Request for Street Closure September 7, 2024 – Grills & Guitars, Big Cat BBQ: Alderman Taylor moved to approve closure of Timber St from the North Side Public Sq to West North St on September 7, 2024 for the Grills & Guitars event, sponsored by Big Catz BBQ. Alderman Hope seconded the motion, which passed by voice vote with no dissent.

2. Zoning Board of Appeals – TIF Request GFDM – Pinwheel Insurance & Investments 110 S Broad St: Mrs. Gina Martin presented a TIF request for $40,000.00 for building façade repair, and interior renovations at 110 S Broad St. The Zoning Board of Appeals reviewed and recommended the approval of this request at their March 19, 2024 meeting. Alderman Eiker moved to approve the TIF request for GFDM – Pinwheel Insurance & Investments 110 S Broad St. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes. 

3. Zoning Board of Appeals – Building Variance 101 E Mill St: Mr. Larry Lynch asked for a variance to build a 1,152 sq ft garage at 101 E Mill St. At their March 26, 2024 meeting, the Zoning Board of Appeals reviewed and recommended this variance. Alderman Eiker moved to approve the variance to build a 1,152 sq ft garage at 101 E Mill St. Alderman Taylor seconded the motion, which passed with eight (8) Yes votes.

4. Resolution 2024-04 – Hire Full Time Utility Worker Johnathan German: Alderman Eiker moved to approve Resolution 2024-04 to hire Full Time Utility Worker Johnathan German at $19.00 per hour. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes.

5. Unauthorized Persons on Private Property: Attorney McCoy stated that as a municipality, halting squatters on private property can be addressed with a fine using the nuisance ordinance. He will check with other communities for a model ordinance. Also, busses bringing unauthorized immigrants to smaller towns is not happening like it is in larger cities, but if it did, the bus service could be fined.

6. Approve July 4, 2024 Fireworks: Alderman Hillier moved to allow $10,000.00 for the annual fireworks display at James Knox Park on July 4, 2024. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes and one (1) Abstention (Hope).

7. Use of Central Park for Public Health Walk: Alderman Rainey moved to allow the Knox County Health Department to hold a Public Health Walk around the Central Park in the Public Square on Wednesday, April 17, 2024, from 5:00-6:00 PM. Alderman Hope seconded the motion, which passed by voice vote with no dissent. 

Mayor’s Report:

• An Administrative Committee meeting will be held on Tuesday, April 9, 2024 at 6:00 PM to discuss employee compensation for 2024-2025.

• A Special Council meeting to tour City facilities will be on Monday, April 29, 2024 at 6:00 PM.

• The next regularly scheduled Council Meeting will be on Monday, April 15, 2024 at 7:00 PM.

Committee Reports:

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: Alderman Moore reported that he had been contacted by a resident about a dog in a neighboring yard that was separated from the resident’s yard by a fence with a hole in it, and was concerned for safety from the dog. Chief Poyner will review the situation with Alderman Moore. 

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:30 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
