McDonough County Board Road and Bridge Committee met March 7
Here are the minutes provided by the committee:
The McDonough County Road and Bridge Committee held their monthly meeting on Thursday, March 7, 2024 at 7:00 P.M. The Meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members present included Vice Chair Craig Foster, Eric Chapman, Mike Cox, George Dixon, Travis Hiel, Jerry Raby, and Jarad Royer. Chair Dave Cortelyou was absent. Other persons in attendance: Paul Butterfield, Wes Rhoads, Dave Cadwalader, Patrick Stout, County Engineer Megan Crook, County Chair Scott Schwerer, and County Board Secretary Sara Kluthe.
Vice Chair Foster called the meeting to order at 7:00 P.M.
Review Minutes from February 1, 2024
Member Hiel moved with a second by Member Chapman to approve the minutes as submitted. Motion carried on a voice vote.
Approve Mailbox Policy Resolution
A discussion was held regarding the revised Resolution.
Member Chapman moved with a second by Member Raby to approve the Resolution to Establish Policy for Replacing
Mailboxes Damaged and/or Destroyed by the Highway Department. Motion carried on a voice vote.
Approve County Aid to Bridge Resolutions for Project Numbers 2348-22 Mound Twp., 2452-58 Twp. Dist. 1, 2330-114 County, and 2330-115 County
Member Hiel moved with a second by Member Raby to approve County Aid to Bridge Resolutions for Project Numbers 2348-22 Mound Twp., 2452-58 Twp. Dist. 1, 2330-114 County, and 2330-115 County. Motion carried on a voice vote.
Approve Resolution Accepting 2024 MFT GM Material Quotations
Member Dixon moved with a second by Member Royer to approve the Resolution Accepting 2024 MFT GM Material Quotations. Motion carried on a voice vote.
Approve Resolution Accepting 2024 Non-MFT Material Quotations
Member Cox moved with a second by Member Raby to approve the Resolution Accepting 2024 Non-MFT Material Quotations. Motion carried on a voice vote.
Approve Agreement with Hutchison Engineering for Bridge Replacement on Teton Road Section 13-17127-00-BR
Wes Rhoads Highway Commissioner and Paul Butterfield the Treasurer for Colchester Township held a discussion regarding the bridge. Rhoads said that the public would like it replaced but they would prefer the road stay open.
Butterfield informed the Committee that a lot of the North West part of the County uses this road to get to Macomb.
Crook said that it is safe and passed inspection but it barely passed, if it isn’t repaired it will need to be closed. There is a grant for funding which the application is due in the fall, and the County and Township would each pay $3,000.00 for phase 1 work.
Member Cox moved with a second by Member Dixon to Approve the Agreement with Hutchison Engineering for Bridge Replacement on Teton Road Section 13-17127-00-BR. Motion carried on a voice vote.
Discuss Security Cameras at the Highway Department
A discussion was held regarding a recent break in and vandalism, a large window was broken and five of the windows in the garage doors were broken. To have four cameras installed with memory storage there would be a one-time installation fee of $3,106.75.
Member Dixon made a motion to approve the Installation of Four Security Cameras with Memory Storage for a OneTime Installation Fee of $3,106.75 moved with a second by Member Raby. Motion carried on a voice vote.

Claims
Member Hiel moved with a second by Member Chapman to approve the claims submitted. Motion carried on a voice vote.
Other Business
A discussion was held regarding Starr Bridge. Engineer Crook informed the Committee that she had to give people the opportunity to take the bridge. She had to run an ad in the paper, and it was posted on the County’s website.
County Chair Comments
County Chair Schwerer informed the Committee that there will be a bid meeting for Courthouse restoration held on March 8th at 11:00 a.m. in Courtroom 203.
