City of Monmouth City Council met March 4.

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Jay Grant, Brad Bone, Alderwoman Susan Twomey (remote), Aldermen Brian Daw, Jim Conard, Juan Pinedo, Kevin Ferry and Alderman VanVleet Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Building and Zoning Director Joe Clark, Andy Jackson, Woodard and Curran Public Works Director, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer Absent: City Administrator Lew Steinbrecher

III. APPROVAL OF MINUTES

A. Approval of February 20, 2024 Council Meeting Minutes

It was moved by Alderman Grant and seconded by Alderman Bone to approve the February 20, 2024 Council Meeting Minutes as presented. AYE: Aldermen Grant, Bone, Alderwoman Twomey (remote), Aldermen Daw, Conard, Pinedo and Ferry NAY: none

PASS: Alderman VanVleet MOTION CARRIED.

B. Consent Agenda

1. Approval of Bills

It was moved by Alderman Daw and seconded by Alderman Pinedo to approve the bills as presented. AYE: Aldermen Bone, Alderwoman Twomey (remote), Aldermen Daw, Conard, Pinedo, Ferry, VanVleet and Grant NAY: none MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. Building and Zoning February Report – Director Clark

✓ Brownfield Project Grant – Munson Project Phase 2 consisting of the collection of Geological samples was postponed to March 11th due to the amount of snow on the grounds at the time of the scheduled January date.

✓ Open Projects are:

1) Monmouth College Stockdale Center -Electrical service upgrades on hold as equipment has not been built.

2) Smithfield Fresh Foods – Started construction on 66’ X 80’ post frame building for additional office space.

3) Immaculate School Gymnasium – Steel uprights and purlins are in place.

4) Dame Fine Coffee – Kiosk up and near completion.

B. Woodard and Curran January Report – Director Jackson

 ➢ The Downtown Quadrant Project is well underway. When all the water connections in the quadrant are completed, the project will then proceed to the 100 block of East Broadway. Parking has only been impacted for one day in each quadrant. Once the water connections have been completed it will be necessary to re-sanitize and sample the water after which hooking up to all the businesses will start. The next part of the project will be lining the downtown sewers and replacing three manhole covers.

➢ Phase 1 of the West Harlem project from North Main Street to North G Street is done except for the temporary street patches where the water main installation tore up the street surface.

➢ The overlay street construction of West Harlem from North Main Street to North G Street will hopefully go out to bid in August.

➢ The City has received $33,681.00 from the COVID Relief Funds and will be approving a supplemental Resolution for the use of these funds later in this meeting.

➢ Last year the City re-routed a portion of sewer north of Clinton and Detroit. However. a piece under North 6th street is not in good shape and work to replace this will begin sometime this month.

C. Renewal of Mayoral appointments to the Fire Pension Board

Mayor Davies asked for Council approval of the renewal of his appointments to the Fire Pension Board of two-year terms for Dorothy Ricketts, whose term is up at the end of March, and for Ryan Painter, whose term expires in April. It was moved by Alderman Bone and seconded by Alderman Conard to approve the two-year term appointments of Dorothy Ricketts and Ryan Painter to the Fire Pension Board. AYE: Alderwoman Twomey (remote), Aldermen Daw, Conard, Pinedo, Ferry, VanVleet, Grant and Bone NAY: none

MOTION CARRIED.

 VI. RESOLUTIONS

 A. 24-001, Supplemental Resolution for Use of COVID Relief Funds – N. 6th St. Project  This Supplemental Resolution is to cover the use of COVID Relief Funds of $33,681.81 for contract construction work for the mill and overlay of North 6th Street from East Broadway Avenue to East Euclid Avenue. This is supplemental to the resolution already submitted and approved for the use of Rebuild Funds of $622,396.74. It was moved by Alderwoman Twomey (remote) and seconded by Alderman Grant to approve Resolution 24-001 as presented.

AYE: Aldermen Daw, Conard, Pinedo, Ferry, VanVleet, Grant, Bone and Alderwoman Twomey (remote) NAY: none MOTION CARRIED.

VII. ORDINANCES

A. 24-002, Declaration of Surplus Property

Mayor Davies explained that this is surplus property no longer needed at City Hall. It was moved by Alderman Conard and seconded by Alderman Pinedo to approve Ordinance 24-002 as presented. AYE: Aldermen Conard, Pinedo, Ferry, VanVleet, Grant, Bone, Alderwoman Twomey (remote) and Alderman Daw NAY: none MOTION CARRIED.

B. 24-003, Volume Cap Reallocation to WIEDA

Mayor Davies explained that the Western Illinois Economic Development Authority (WIEDA) requested that the City transfer our unneeded 2024 Home Rule Volume Cap to them to support regional economic development. Home Rule Communities must obligate their allocation by May 1st of each calendar year or it transfers back to the State. The City has done this several years in a row. It was moved by Alderman Ferry and seconded by Alderwoman Twomey (remote) to approve Ordinance 24-003 as presented. AYE: Aldermen Pinedo, Ferry, VanVleet, Grant, Bone, Alderwoman Twomey(remote), Aldermen Daw and Conard NAY: none MOTION CARRIED.

VIII. OTHER BUSINESS

There was none to consider

IX. ADJOURNMENT

It was moved by Alderman Daw and seconded by Alderwoman Twomey (remote) to adjourn the March 4th meeting at 6:15 p.m. MOTION CARRIED by unanimous voice vote.
