City of Knoxville City Council met Feb. 19

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the regular Council Meeting to order at 7:00 PM. All rose to recite the Pledge of Allegiance. 

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey, Reed, and Taylor; Mayor Myers, Treasurer Barnum, Chief Poyner, and City Clerk Wilt. Absent: Attorney McCoy. Also present: Mrs. Jessica Collins, Mr. Roy Collins, Mr. Chuck Semande, Ms. Penny Flesner, Mrs. Jill Davis. 

Public Comments: Mr. Chuck Semande, 203 S Prairie St, thanked the City for mowing and cleaning up the yard at 206 S Line St, and asked for the status of the home. Chief Poyner stated that the occupant had been legally evicted and the matter is still pending. The City will continue to maintain the yard for the upcoming growing season until other arrangements are made.  

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the February 5, 2024 City Council Meeting as corrected. Alderman Eiker seconded the motion which passed by voice vote with one abstention. 

GENERAL REPORTS 

Attorney Report: No report. 

Engineer Report: No report. 

Treasurer’s Report: No report. 

City Clerk’s Report: Clerk Wilt reported that she had set up a Special Council Meeting for Monday, April 29, 2024, to view the Wastewater Treatment Plant, and the Street, Sanitation, and Water Department buildings. 

Payment of City Bills: Alderman Eiker moved to approve payment of the City Bills. Alderman Hillier seconded the motion which passed with eight (8) Yes votes. 

INFORMATION ITEMS 

• Mayor Myers noted that the monthly departmental operating reports were available in the online Council packet.  

• Alderman Gruner noted that the 5-year plans for the Wastewater Treatment Plant and the Water Department were included in the online Council packet.  

OLD BUSINESS 

1. Lighten Halloween Parade: Mrs. Jessica Collins shared the route for the Lighted  Halloween Parade, scheduled for Saturday, October 19, 2024 at 6:00 PM. The parade  will line up on Morris St, go west on Main St, turning north on N Market, and finishing on W North St. She has a committee and volunteers in place. A resolution for street closure will be presented at a future Council meeting.  

NEW BUSINESS 

1. After Hours Water Meter Replacement Rate: Alderman Gruner moved to charge a  $100.00 fee for labor to replace a water meter outside of normal business hours. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes.  

2. Bid for Knoxville Community School District #202 Trash & Recycling Services: Knoxville School District #202 is requesting bids for trash removal and recycling services, starting July 1, 2024. The City previously performed trash removal for the District until July 2023. A bid proposal will be submitted by the March 21, 2024 deadline. 

3. Purchase Additional Dumpsters: Additional dumpsters in assorted sizes need to be purchased to accommodate resident usage during April and October each year. By general consent, a quantity of eight of the 8 yard dumpsters will be requested, in addition to other sizes. Pricing from Gregory Container will be requested for Council approval.  

Mayor’s Report: 

• Lockwood Construction will be demolishing the home at 209 N Hebard St, as contracted by the bank, not by the City. The bank will now keep the property, and pay for demolition. The City will assist Lockwood Construction by disconnecting the water and sewer to the home.  

• The City is supposed to clear sidewalk snow in the downtown business district.  

• Knoxville School District #202 Updates: Mable Woolsey Elementary and the Jr High both need new roofs. Mill Street is tied up with buses and school traffic each afternoon, which could cause problems for first responders.  

• The museum windows will be tinted to prevent further sun damage to artifacts. 

• The back porch on the Historic Old Jail needs major repairs.  

• The next regularly scheduled Council meeting will be held on Monday, March 4, 2024 at 7:00 PM.

• Economic Development: No report. 

• Parks: No report. 

• Police: No report 

• Sanitation: No report. 

• Streets: No report 

• Water/Sewer: No report.

Adjourn: At 7:28 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Taylor seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
