McDonough County Board met Nov. 15.

Here are the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse, in Courtroom 201 at 7:00 p.m. Roll call resulted in 18 present, and 3 absent. Members Vicky Kipling, Dave Nissen, and Jerry Raby were absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1 

Board Member Foster moved with a second by Board Member Aurelio to approve the minutes of October 18, 2023. Motion carried with a voice vote.

EXHIBIT 2 

The report from Public Defender, Stephanie Hilton for the month of October, 2023 was received and filed.

EXHIBIT 3 

The report of Sales Tax collected in August, 2023 was received and filed. County Sales Tax, Public Safety Tax, Cannabis Tax, and Transportation Tax.

EXHIBIT 4 

The report of Balances and Investments from County Treasurer Graves for the month of October, 2023 was received and filed.

EXHIBIT 5 

The report of Circuit Clerk Fischer for the month of October, 2023 was received and filed.

EXHIBIT 6 

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of October, 2023 was received and filed.

EXHIBIT 7 

The Transfer of Appropriations of Monies was referred to the Finance Committee. Finance Chair Hiel reported the finance committee did not transfer any funds as Exhibit 7A 

EXHIBIT 8 

Board Member Aurelio moved with a second by Board Member Clark to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 8A.

EXHIBIT 9 

Board Member Durkin moved with a second by Board Member Blakeley to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 9A. 

EXHIBIT 10 

Board Member Chapman moved with a second by Board Member Berg to Approve the Reappointment of Todd Hamilton to the Enterprise Zone Board. Motion carried with a voice vote as Exhibit 10A. 

EXHIBIT 11 

Board Member Cortelyou moved with a second by Board Member Hiel to Approve the Appointment of Holly Norton to the McDonough County Health Department Board Replacing Gwynne Worthington. Motion carried with a voice vote as Exhibit 11A. 

EXHIBIT 12 

Board Member Clark moved with a second by Board Member Aurelio to Grant an Extension for the Completion of the Audit. Motion carried with a voice vote as Exhibit 12A. 

EXHIBIT 13 

Board Member Hiel moved with a second by Board Member Aurelio to Approve the FY 2024 Insurance Premium. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 13A. 

EXHIBIT 14 

Board Member Clark moved with a second by Board Member Kirby to Approve the McDonough County Animal Control Ordinance. Motion carried with a roll call vote of 17 yeas, 0 nays, 1 Abstain, 0 pass, and 3 absent as Exhibit 14A. 

EXHIBIT 15 

Board Member Berg moved with a second by Board Member Litchfield to Approve the Dog Registration Letter. Motion carried with a roll call vote of 17 yeas, 0 nays, 1 Abstain, 0 pass, and 3 absent as Exhibit 15A. 

EXHIBIT 16 

Board Member Hiel moved with a second by Board Member Dixon to Approve the Resolution for the State’s Attorney’s Appellate Prosecutor. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 16A. 

EXHIBIT 17 

Board Member Cox moved with a second by Board Member Cortelyou to Approve the Intergovernmental Cooperation Agreement with New Salem Township. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 17A.

EXHIBIT 18 

Board Member Cortelyou moved with a second by Board Member Foster to Approve the Resolution Appropriating Funds for the Payment of the County Engineer’s Salary for 2024. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 18A. 

EXHIBIT 19 

Board Member Cortelyou moved with a second by Board Member Litchfield to Approve the Resolutions for Maintenance Under the Illinois Highway Code 24-00000-00-CS and 24-00000-00-GM. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 19A. 

EXHIBIT 20 

Board Member Aurelio moved with a second by Board Member Cortelyou to Approve the Resolution for County Aid to Bridge Funds for Project 2230-105. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 20A. 

EXHIBIT 21 

Board Member Aurelio moved with a second by Board Member Foster to Approve the Clock and Bell Striker Restoration. Motion carried with a roll call vote of 17 yeas, 1 nay, 0 pass, and 3 absent as Exhibit 21A. 

EXHIBIT 22 

Board Member Cortelyou moved with a second by Board Member Blakeley to Approve FY 2023 Budget Resolutions A-P. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 22A. 

EXHIBIT 23 

Board Member Durkin moved with a second by Board Member Erlandson to Approve the FY 2024 McDonough County Budget. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 23A. 

EXHIBIT 24 

Board Member Litchfield moved with a second by Board Member Erlandson to Approve the FY 2024 McDonough County Levy. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent as Exhibit 24A. 

EXHIBIT 25 

None.

Public Comment 

A thank you was given from the group that opposed the CO2 pipeline.

County Chair Schwerer acknowledged the youngest participant to have attended a County Board meeting, and congratulated Board Member Berg and his wife on the arrival of their new baby.

Chair Schwerer entertained a motion that Days and Miles are checked, roll be called, and the Board adjourn until Wednesday, December 20, 2023 at 7:00 p.m. Board Member Chapman moved with a second by Board Member Aurelio to adjourn the meeting. Motion carried with a roll call vote of 18 yeas, 0 nays, 0 pass, and 3 absent. With no further business to discuss the meeting adjourned at 7:28 p.m. Sheriff Petitgout gave the closing declaration.
