City of Knoxville City Council met Nov. 6.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM. 

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Rainey, Reed, and Taylor; Mayor Myers, Treasurer Barnum, Chief Poyner, Attorney McCoy, Engineer Cooper, and City Clerk Wilt. Absent: None. Also present: Mr. Chad Morse, Mr. Gunner Spivey, Ms. Penny Flesner. Mr. Marcus Ebert and Mr. Aaron Friday joined the meeting at approximately 7:05 PM.

Public Comments: See notations after Committee Reports.

Approval of Minutes: Alderman Taylor moved to approve the Minutes of the October 16, 2023 City Council Meeting. Alderman Eiker seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS 

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

INFORMATION ITEMS 

None.

OLD BUSINESS 

1. Review Water Billing Cycle: This item will be reviewed at a future Council meeting. 

NEW BUSINESS 

1. Property Insurance Renewal: Mr. Chad Morse, President of Porter-Hay Insurance, presented the property and liability insurance renewal for 2024. He reported a 4% rate increase for a total of $77,945.10 with no coverage changes. Attorney McCoy advised that the item be placed for a vote on the November 20, 2023 Council agenda, referencing both Property and Liability Insurance, as only Property Insurance was noted on the current agenda.

2. Notice of Intent to Award for Lead Service Line Replacement: Engineer Cooper reported that the bid opening for the lead line replacement for 135 homes was held on November 3, 2023, and that he recommended awarding the project to the low bidder Advanced Plumbing and Mechanical in Monmouth, IL. Alderman Gruner moved to approve the Notice of Intent to Award for Lead Service Line Replacement to Advanced Plumbing and Mechanical for $843,006.00. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes.

3. Police Part Time Hours Policy: Chief Poyner proposed adding the following to Paragraph 1: Definitions – Part Time Employee of the Part Time Personnel Policy: Part time Police employees will be required to work a minimum of 8 hours per month, or will be considered no longer employed. Alderman Gruner moved to approve the Addendum to the Part Time Personnel Policy. Alderman Taylor seconded the motion, which passed with eight (8) Yes votes.

4. Remove Water and Sewer Lines 109 W Main St: Mayor Myers noted that City employees have already removed these lines, so no discussion was necessary.

5. Ordinance 2023-08 Disposal of Personal Property – Skateboard Park Equipment: Alderman Hillier moved to approve Ordinance 2023-08 Disposal of Personal Property. Alderman Eiker seconded the motion, which passed with eight (8) Yes votes.

6. Resolution 2023-39 Hire Full Time Sanitation Worker Daniel Eiker: Alderman Hope moved to approve Resolution 2023-39 Hire Full Time Sanitation Worker Daniel Eiker at $19.00 per hour. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes and one (1) Abstention (Eiker). For clarification, Daniel Eiker is the son of Alderman Steven “Dan” Eiker.

Mayor’s Report: 

• The James Knox Park new accessible playground equipment will be installed on Thursday, November 9, 2023. Volunteers are needed. The equipment company will be assisting, and the structure should be installed within one day.

• The Knoxville Christmas Parade will be held on Saturday, December 2, 2023 at 1:00 PM, and the luminaries will be lit that evening. Other activities are in the works. 

• The City of Knoxville Employee and Board Member Christmas Party will be held on Saturday, December 9, 2023 at the Knoxville American Legion from 4:00 to 7:00 PM. 

• The Knoxville Community Fund has arranged for trees to be planted along the north side of the football field at the Knoxville School District #202 Sports Complex. 

• The next regularly scheduled Council Meeting will be on Monday, November 20, 2023 at 7:00 pm.

Committee Reports: 

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: Alderman Hope reported that 29 residential dumpsters were rented out during the half price promotion in October.

• Streets: No report.

• Water/Sewer: Alderman Gruner stated that City employees assisted with a dig for a homeowner with a water leak issue.

At this point in the meeting, Mayor Myers recognized Mr. Marcus Ebert and Mr. Aaron Friday, who were not present during the Public Comments portion of the meeting. They requested to hold a vehicle parade on May 24, 2024, in conjunction with their car show at the Knox County Fairgrounds. The request will be considered at the November 20, 2023 Council meeting.

Adjourn: At 7:31 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
