City of Monmouth City Council met Sept. 5

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Alderman Bone, Alderwoman Susan Twomey, Aldermen Brian Daw, Jim Conard and Juan Pinedo

Absent: Aldermen Justin Thomas, Kevin Ferry and John VanVleet Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. Trevor, City Attorney Marcum Spears, Building and Zoning Director Joe Clark, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer Also Absent: Woodard and Curran Public Works Director Andy Jackson

III. APPROVAL OF MINUTES

A. Approval of August 21, 2023 Council Meeting Minutes

It was moved by Alderman Conard and seconded by Alderman Pinedo to approve the August 21, 2023 Council Meeting Minutes as presented. AYE: Alderman Bone, Alderwoman Twomey, Aldermen Daw, Conard and Pinedo NAY: none ABSENT: Aldermen Thomas, Ferry and VanVleet MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries

1. Swearing-in of MFD Firefighters

a. Kyle Martin and Tim LaFollette

City Clerk Susan Trevor swore in Kyle Martin and Tim LaFollette as new MFD firefighters. Chief Rexroat explained that they are lateral transfers from the City of Galesburg.

2. Proclamations

a. Mayor Davies read into record a Proclamation for National Heritage Month from September 15th to October 15th of 2023. 

b. Mayor Davies read and presented to Mark Parrish, Board President of the Warren County History Museum, a proclamation proclaiming the week of September 25th to the 29th as the Great Nicola Magic week in Monmouth.

B. Consent Agenda

1. Approval of Bills

It was moved by Alderman Daw and seconded by Alderwoman Twomey to approve the bills as presented. AYE: Alderman Bone, Alderwoman Twomey, Aldermen Daw, Conard and Pinedo NAY: none ABSENT: Aldermen Thomas, Ferry and VanVleet

MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. American Cancer Society Street Closure Request

A representative from the American Cancer Society explained that the American Cancer Society is holding a Relay for Life event in West Park on September 16th from 4:00 p.m. to 7:30 p.m. with setup/cleanup between 2:00 p.m. – 8:00 p.m. and is requesting to close the 100 block of South C Street to provide parking for cancer survivors attending the event. They are also requesting two barricades with one to be placed at South C and West Broadway and the other at South C and West 1st Avenue. It was moved by Alderman Bone and seconded by Alderwoman Twomey to approve the above-stated request by the American Cancer Society. AYE: Alderwoman Twomey, Aldermen Daw, Conard, Pinedo and Bone NAY: none ABSENT: Aldermen Ferry, VanVleet and Thomas MOTION CARRIED.

B. Building and Zoning August Report – Director Clark

✓ The application for Round 2 of Strong Communities Program was submitted and the City is awaiting an award amount to proceed with demolitions in 2023 through March 2025.

✓ The committee met last week and discussed the ongoing Brownfield Phase 1 assessments and Phase 2 testing for the Munson properties and the nomination for a Brownfield Phase 1 for the County building at 100 North Main Street.

✓ Open Projects are: Monmouth College Stockdale Student Center, Monmouth Community Childcare and Dollar General on West Broadway.

C. Woodard and Curran July Report – Director Jackson

Due to absence of Director Jackson, Mayor Davies gave the following updates:

➢ The East Euclid Avenue project from North 6th to North 9th Street is complete.

➢ The lateral water service lines on North 6th Street between East Broadway and East Euclid have been completed.

➢ The North 6th Street road project between East Broadway and East Euclid has been submitted to IDOT.

➢ The downtown utility project has been submitted to the EPA.

➢ The West Harlem water main project is set to go to bid soon.

➢ The State rehabilitation of the entrance of the frontage road to the airport project was let in July. This week a meeting was held on the construction of the aprons on the West and North side of the airport hangars.

VI. OTHER BUSINESS

There was none to consider.

VII. ADJOURNMENT

It was moved by Alderman Daw seconded by Alderwoman Twomey to adjourn the September 5th, meeting at 6:20 p.m. MOTION CARRIED by unanimous voice vote with the exception of Aldermen Thomas, Ferry and VanVleet, who were absent.
