City of Knoxville City Council met July 3.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM. All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Moore, and Taylor; Mayor Myers, Chief Poyner, Attorney McCoy and City Clerk Wilt. Absent: Aldermen Hope and Reed, Treasurer Barnum, Engineer Cooper. Also present: Ms. Penny Flesner (joined the meeting at 7:09 PM).

Public Comments: Alderman Gruner noted that the July 2023 issue of the Illinois Municipal League Review has procedures on how to amend a motion.

Approval of Minutes: Alderman Eiker moved to approve the Minutes of the June 19, 2023 Appropriations Work Session and the June 19, 2023 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS 

Attorney Report: Attorney McCoy noted that the demolition order for 109 W Main St had been entered against the owner, and that the tenant had signed an agreement to vacate the property within 30 days.

Engineer Report: No report.

Treasurer’s Report: No report

City Clerk’s Report: No report.

INFORMATION ITEMS

OLD BUSINESS 

None.

NEW BUSINESS 

1. Zoning Board of Appeals – 215 W South St: At their June 29, 2023 meeting, the Zoning Board of Appeals voted to recommend the rezoning of 215 W South St from R1B Single Family Residence to R2 Single Family, Two Family, Multiple Family, for the purpose of housing two apartments. Alderman Gruner moved to approve the rezoning of 215 W South St to R2 Single Family, Two Family, Multiple Family. Alderman Eiker seconded the motion, which passed with five (5) Yes votes and two (2) Absent. The TIF request by Linda Anderson for 232 E Main St, also approved at the Zoning Board of Appeals meeting, is pending due to Ms. Anderson seeking additional bids for the project.

2. Draft Appropriations Ordinance 2023-04: Clerk Wilt presented a draft Appropriations Ordinance using the changes made at the June 19, 2023 Work Session. Two further changes were made: Town Fund 716.004 from $12,000.00 to $15,000.00, and Sewer Fund 780.015 from $80,000.00 to $87,000.00. The ordinance will be presented for final approval at the July 17, 2023 Council Meeting, following a Public Hearing.

3. Resolution 2023-35 Homecoming Parade 9-29-2023: Alderman Hillier moved to approve Resolution 2023-35 to hold a Homecoming Parade on September 29, 2023. Alderman Taylor seconded the motion, which passed with five (5) Yes votes and two (2) Absent.

Mayor’s Report: 

• The work on the Old Courthouse roof will be starting soon.

• The Remembering Maci Playground facility at James Knox Park is pending. 

• The annual fireworks display will be held at dusk on July 4, 2023. Aldermen are asked to solicit donations from those in attendance.

• Comcast has requested a renewal of the franchise agreement. Mayor Myers has asked that the old service poles in town be removed first.

• Employee health insurance renewal will be discussed at the July 17, 2023 Council Meeting.

• There will be a Public Hearing concerning 2023-2024 Appropriations on Monday, July 17, 2023 at 7:00 PM at the City Hall Annex. The regularly scheduled Council Meeting will immediately follow the Public Hearing.

Committee Reports: 

• Administration: No report.

• Cemetery: Alderman Hillier reported that due to the holiday, the next Public Library Board meeting will be held on Tuesday, July 11, 2023.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:13 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Eiker seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
