McDonough County Board Finance Committee met May 10
Here are the minutes provided by the board:
The monthly Finance Committee meeting was held on Wednesday, May 10, 2023 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee members present were Chair Travis Hiel, Letha Clark, Dave Cortelyou, Mike Cox, Joe Erlandson, and Dave Nissen. Vice Chair Larry Aurelio was absent. Others in attendance included Bob Senneff, Jere Greuel, Jack McPherson, Brian Dietz, Dan O’Neill, Dr. Card, County Chair Scott Schwerer, and County Clerk Gretchen DeJaynes.
Chair Hiel called the meeting to order at 7:00 p.m.
Review and Approve Minutes from April 12, 2023
Member Erlandson moved with a second by Member Cortelyou to approve the minutes as submitted. Motion carried on a voice vote.
MCPT Report Review & Approval
The monthly invoice for April, 2023 was reviewed. Member Nissen moved with a second by Member Cortelyou to approve the MCPT invoice in the amount of $1,129.50 for April, 2023. Motion carried on a voice vote.
Bushnell Senior Meals Report Review & Approval
The monthly invoice for April, 2023 was reviewed. Member Clark moved with a second by Member Cortelyou to approve the YMCA invoice in the amount of $861.90 for April, 2023. Motion carried on a voice vote.
Coroner Report
The monthly Coroner Report was received and filed.
Monthly Financial Reports
The monthly Financial Reports were received and filed.
Transfer of Funds
None.
Warrants Issued in Vacation
Member Clark moved with a second by Member Cortelyou to approve the Warrants Issued in Vacation. Motion carried on a voice vote.
Insurance Update
Chris Pumo with Pumo Insurance gave an update on IT Cyber Insurance.
Keith Krohe gave an update on our Health Insurance. He said that we need to add some language to our plan.
Member Cortelyou moved with a second by Member Nissen to add “Specialty drugs including infusions costing over $20,000.00 per year are not covered unless prior authorization is obtained from the claim administrator.”. Motion carried on a voice vote.
Member Clark moved with a second by Member Erlandson to add language in the plan reminding employees about the telehealth service. Motion carried on a voice vote.
Discuss ARPA Funds Action
The architects were at the Courthouse on Tuesday with a man lift and were checking the building out.
Approve Resolution to Increase RHSP Fees
Member Erlandson moved with a second by Member Cortelyou to approve Resolution to Increase RHSP Fees. Motion carried on a voice vote.
Approve Resolution for Aggregate Bond for $15,000,000 for Graham Health Care Several people were present. Bob Senneff, the CEO of Graham Hospital gave an overview of the Bond. The is a revenue bond and McDonough County would not have any financial responsibility for it. Jere Greuel, MDH Board Chair gave an overview of MDH Hospital. Dr. Jack McPherson spoke against the bond, he does not believe Graham Hospital will be adding any new services to McDonough County. Brian Dietz with the MDH Hospital stated that supporting Graham would be catastrophic to MDH. Dan O’Neill, an MDH Board member asked the Committee to support MDH and not pass the revenue bond. Several questions were asked by Committee members.

Member Clark moved with a second by Member Erlandson to approve Resolution to Amend FY 2023 County General Elections Budget. Motion carried on a voice vote.
Approval of Finance Claims
Member Erlandson moved with a second by Member Clark to approve the Finance Claims as submitted. Motion carried on a voice vote.
Approval of Elms Claims
Member Cortelyou moved with a second by Member Clark to approve the Elms Claims as submitted. Motion carried with a roll call vote of 5 yeas, 0 nays, 0 vacant, and 0 absent.
