Knoxville Community Unit School District #202 Board of Education met April 24

Here are the minutes provided by the board:

The Board of Education of Community Unit School District #202, Knox County, met in a special meeting duly called and held April 24, 2023 at 5:01 p.m. at 809 East Main Street, Knoxville, Illinois, which is within the boundaries of said District. The President called the meeting to order and directed that the roll be called. Upon roll being called, the following members were found to be present:

Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mr. Scalf, Mrs. Young and Mr. Stearns

And the following absent: Vicki Rose

Recognition of Visitors: None

Also present were: Ralph Grimm, Jenn Walter, Matt Maaske, Myles Stambaugh (arriving at 5:30p.m.)

Public Comments: None

It was moved by Member McCracken and seconded by Member Young to Consider the Approval of a Student Disciplinary Hearing Presiding Officer. Mr. Grimm suggested Mr. Stearns be the officer.

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mr. Scalf, Mrs. Young, and Mr. Stearns

NAY: None

Whereupon the President declared the motion carried.

It was moved by Member Young seconded by Member Ratermann to go into Closed Session at 5:03 p.m. to conduct a Student Disciplinary Hearing 5 ILCS 120/2(c)(9)

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mr. Scalf, Mrs. Young, and Mr. Stearns

NAY: None

Whereupon the President declared the motion carried.

It was moved by Member McCracken and seconded by Member Harshbarger to go back into Open Session at 6:39 p.m.

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mr. Scalf, Mrs. Young, and Mr. Stearns

NAY: None

Whereupon the President declared the motion carried.

It was moved by Member Ratermann and seconded by Member Harshbarger to uphold the 10 day out of school suspension for student #27134 and that student #27134 be expelled from Knoxville Junior High School for creating and sharing a threatening and harassing video which was directed at another student for the remainder of the second semester of the 2022-2023 school year and for the entire 2023-2024 school year. Student #27134 may return to school in District #202 beginning with the fall semester of the 2024-2025 school year. 

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mrs. Young, and Mr. Stearns

NAY: Mr. Scalf

Whereupon the President declared the motion carried.

It was moved by Member Young and seconded by Member Ratermann that the expulsion of student #27134 be held in abeyance in order to allow said student to attend the Regional Office of Education #33 Safe School during the time of this expulsion.

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mrs. Young, and Mr. Stearns

NAY: Mr. Scalf

Whereupon the President declared the motion carried.

It was moved by Member McCracken and seconded by Member Young that the expulsion of student #27134 be reviewed by August 15, 2023 to determine if student #27134 meets the conditions set forth in a behavior contract yet to be determined, drafted and agreed upon by the Board of Education of Knoxville CUSD #202 and the student and parents to return to school in Knoxville CUSD #202.

AYE: Dr. Harshbarger, Mrs. McCracken, Mr. Ratermann, Mrs. Young, and Mr. Stearns

NAY: Mr. Scalf

Whereupon the President declared the motion carried.

There being no further business to come before the Board, it was moved by Member McCracken and seconded by Member Harshbarger that the meeting be adjourned. The President put the question to the Board and the motion unanimously carried and the meeting so adjourned at 6:46 p.m.
