City of Galesburg Public Transportation Advisory Commission met Feb. 9

Public Transportation Advisory Commission Public Hearing

Members Present: Genny Gibson, John Peterson, Rose Morris, Annette McAllister, Stephanie Grimes, 5. Absent: Linda Miller and Shannon McVey, 2. Also present: Kraig Boynton, Dedra Mannon and Mary Foutch.

Genny Gibson called the meeting to order at 1:02 p.m.

Public Comment:

None

A motion was made by Rose Morris, seconded by John Peterson, to approve the minutes of the December 8, 2022, meeting. The motion carried.

Service Contract with Knox College

Service contract allows the payment from Knox College to be counted as local match rather than program revenue. As local match, the contract amount will allow the City to utilize more of the Downstate Operation Assistance Program funds allocated by the State of Illinois.

The service contract does not change any routes or frequency thereof to Knox College campus. All currently enrolled Knox students, faculty and staff will have unlimited access to all City of Galesburg Transit routes during all City of Galesburg Transit operating hours between March 2023 through February 2024.

The service contract will be in the amount of $2,000.

A motion was made by Stephanie Grimes, seconded by John Peterson, to recommend the approval of the service contract with Knox College. The motion carried.

Service Contract with Knox County Housing Authority

This service contract with Knox County Housing Authority would be a revenue-based contract.

The City of Galesburg Public Transit staff will be collecting data each month and invoicing KCHA for reimbursement.

This service contract would not change any routes or frequency. All KCHA clients will have unlimited access to all City of Galesburg Transit routes during all City of Galesburg Transit operating hours between June 2023 and June 2024. KCHA clients will use their ID to access the buses.

A motion was made by Stephanie Grimes, seconded by Annette McAllister, to recommend the approval of the service contract with Knox County Housing Authority. The motion carried.

Update

Kraig Boynton , Transit Manager, updated the commission on ridership numbers, Grant revenue sources, staffing updates, fleet updates, other grant updates including CVP, camera installs, new buses, transit study and Rebuild Illinois grants.

Member Peterson asked about using mini-vans for transportation. Dedra Mannon, Operations Supervisor answered by stating our para-vehicles are safer for the clients.

Member McAllister asked about training for our drivers on how to handle those clients who may be intoxicated or under the influence of other drugs.

Dedra Mannon, complemented our drivers on the job they do on keeping our fleet clean.

Member Grimes asked about other things Transit Administration does for staff appreciation.

Dedra Mannon answered by explaining we do food days, she takes time to talk to her employees one on one and tries to approve any time off that is requested.

Member Peter motioned to adjourn the meeting, seconded by Member Morris.

The meeting adjourned at 2:00 p.m.
