McDonough County Board Law & Legal Committee met Jan. 9

The Law & Legal Committee held its monthly meeting on Monday, January 9, 2023 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members present included Committee Chair Joe Erlandson, Vice Chair Ken Durkin, Eric Chapman, Travis Hiel, Michael Kirby, Terra Litchfield, Letha Clark and Eric Blakeley. Other persons in attendance were Terri Frisbie, Bill Jacobson, Shannon Cramer, Erica Hartman, Patrick Stout, Ric Smart, Deborah Cousins, Sheriff Nick Petitgout, County Chair Scott Schwerer, and Committee Secretary Stacey Alexander.
Chair Erlandson called the meeting to order at 7:00 p.m.
Review & Approve December 12, 2022 Minutes
Member Durkin moved with a second by Member Blakeley to approve the minutes as submitted. Motion carried on a voice vote.
Waste Management Update
Report received and filed.
Tri-County Recycling
No report.
Veteran’s Assistance and Van Report
Ric Smart gave the report. Ten Veterans were given assistance in December. Total assistance amounted to $2,599.78.
Sheriff’s Report
Sheriff Nick Petitgout gave the report. Two new Deputies have been hired and are already at training. A tour of the jail has been scheduled for the County Board on January 18, 2023 at 6:00 pm.
Assessor’s Office Update
Assessor Deborah Cousins gave the report.
CO2 Pipeline Discussion
Chair Erlandson updated the Committee on an email received from State’s Attorney Matt Kwacala on the status of the law suit against Navigator Heartland Greenway Pipeline.
Child Advocacy Center Funding
State’s Attorney Kwacala asked the Committee for funding in the amount of $20,000.00 for FY 2023 for the McDonough County Child Advocacy Center. They collect $10.00 per case in fines from the Circuit Clerk’s Office. A recommendation was made by Member Durkin moved with a second by Member Clark to move this request to the Finance Committee. Recommendation carried on a voice vote.
Claims Review and Approval
Member Litchfield moved with a second by Member Chapman to approve the claims as submitted. Motion carried on a voice vote.

Executive Session

Public Comment
Terri Frisbie, Bill Jacobson and Shannon Cramer from Bethel Township informed the Committee that Bethel Township is in the processes of a obtaining a Protection Utility Ordinance. Terri Frisbie asked if the County was planning on doing anything along this line and what the next step will be when it comes to the CO2 Pipeline. Chair Erlandson stated that at this time the County will not be looking at any Ordinances. Erica Hartman, a student worker with the League of Women Voter’s informed the Committee that having a County Deputy in the West Prairie School District has made a difference in her son’s opinion of Police Officers.
County Board Chair Comments
County Board Chair Schwerer informed the Committee that on Tuesday, January 10, 2023 at 11:00 am there is a hearing in Springfield, IL on Wind and Solar Farms, if they would like to listen to it.

Member Chapman moved with a second by Member Hiel to adjourn the meeting at 7:53 p.m. Motion carried on a voice vote.
