City of Knoxville City Council met Jan. 3.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Regular Council Meeting to order at 7:00 PM. All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Moore, Reed and Taylor; Mayor Myers, Treasurer Barnum, Attorney McCoy, Chief Poyner, and City Clerk Wilt. Absent: Alderman Hope, Engineer Cooper.

Public Comments: Leslie Wilt thanked the Council for the Christmas bonus and the holiday party.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the December 19, 2022 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

INFORMATION ITEMS

Clerk Wilt passed out the 6 month financial report.

OLD BUSINESS

1. Burning Yard Waste Options: The Council continued to discuss alternatives to leaf burning, including no burning on Sunday-Monday-Tuesday and residents taking dry leaves themselves to the tree dump area where they could be composted. The tree dump would be open seven days a week, and leaf bags would still be sold. An informational flyer would be sent to residents. A fine system would still be in place for burning violators. Supervisor of Public Works Rossell will attend the February 6, 2022 Council meeting for questions and input.

2. New Police Vehicle Purchase: Chief Poyner presented a bid from Morrow Brothers Ford in Greenfield IL for a 2023 Ford Police Interceptor. The package has all necessary police equipment installed at the factory level, other than radios and cameras, and could be available by April or May 2023. Alderman Gruner moved to purchase the 2023 Ford Interceptor for $53,970.00. Alderman Hillier seconded the motion, which passed with six (6) Yes votes and one (1) Absent. There will be no trade in, as the old vehicle will be sold outright. One-third of the funds could come from the TIF account.

NEW BUSINESS

1. Resolution 2023-01 Hire Full Time Police Officer Logan Butler: Alderman Eiker moved to approve Resolution 2023-01 Hire Full Time Police Officer Logan Butler at $18.00 per hour. Alderman Hillier seconded the motion, which passed with six (6) Yes votes and one (1) Absent. Chief Poyner has enrolled Mr. Butler in the January 4, 2023 Police Training class.

Mayor’s Report:

• The City plowed the downtown business area during recent snowstorms. A side by side is needed to perform this and other tasks throughout the City.

• Thank you notes were circulated from the Myers family for the donation in memory of Jane Myers, and from Marilyn Greenfield for her Christmas bonus and for the holiday party.

• The next regularly scheduled Council meeting will be held on Monday, January 16, 2023 at 7:00 PM at the City Hall Annex.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: No report.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:36 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Taylor seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
