City of Monmouth City Council met Jan. 3.

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

Administrative Assistant Heather Santos called the roll and those answering Present were: Aldermen Tony Cook, Brian Daw, Jim Conard, Juan Penedo, Alderwoman Mary Kelly (remotely), and Alderman John VanVleet Absent: Alderman Justin Thomas and Alderwoman Susan Twomey Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, Administrative Assistant Heather Santos, City Attorney Marcum Spears, Building and Zoning Director Joe Clark, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer and Woodard & Curran Public Works Director Andy Jackson.

III. APPROVAL OF MINUTES

A. Approval of December 19, 2022 Council Meeting Minutes

It was moved by Alderman Cook and seconded by Alderman Daw to approve the December 19, 2022 Council Meeting Minutes as presented. AYE: Aldermen Cook, Daw, Conard, Pinedo, Alderwoman Kelly (remotely) and Alderman VanVleet NAY: none

ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries

There were none to be heard.

B. Consent Agenda

1. Approval of Bills

It was moved by Alderman Daw and seconded by Alderman Pinedo to approve the bills as presented. AYE: Aldermen Cook, Daw, Conard, Pinedo, Alderwoman Kelly (remotely) and Alderman VanVleet NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. Building and Zoning December Report – Director Clark

✓ The department is continuing to issue permits, junk and debris notices, ordinance violations and conduct rental inspections.

✓ Rental registration is 87% complete

✓ Tickets will be issued to the owners of the remaining unregistered rental properties at the close of the month.

B. Woodard and Curran November Report – Director Jackson

➢ Thursday evening or Friday morning a leak was discovered in the water tower on West Harlem Ave.

• The City is currently contacting several contractors to see who can get in to fix the leak.

• The water tower will most likely need to be drained and have the sediment removed to weld the problem area shut.

• The leak is thought to be near the standpipe in the bowl but will need to be inspected to know the exact location.

• Deterioration is thought to be the cause.

• Alderman VanVleet asked if there are special liners in the water tower.

• Director Jackson replied “no” that it is steel on the inside. He further explained that the tower was built in 1966 and painted/sandblasted inside and out in 1995.

➢ Over the Christmas weekend, the City responded to several frozen pipe calls and helped as much as possible due to the unavailability of plumbers.

VI. OTHER BUSINESS

There was none to consider.

VII. ADJOURNMENT

It was moved by Alderman Daw and seconded by Alderman Conard to adjourn the January 3, 2023 meeting at 6:07 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Thomas and Alderwoman Twomey, who were absent.
