PUBLIC HEARING-TRUTH IN TAXATION MEETING

CALL TO ORDER 

The Monmouth-Roseville C.U.S.D. # 238 Board of Education met on Tuesday, December 13, 2022, at 5:49 p.m. in the LMC of the Monmouth-Roseville High School at 200 South B Street, Monmouth, Illinois. The roll was read and the following Members responded: Bratcher, Brooks, Killey and Watson (4). Roll call #1

PRESENTATION OF CERTIFICATE OF PUBLICATION OF NOTICE OF PUBLIC HEARING 

The Superintendent presented the Certificate of Publication of Notice of Public Hearing.

PRESENTATION OF 2021 TENTATIVE TAX LEVY 

The Superintendent presented the information for the 2021 Tentative Tax Levy.

Fletcher stated that the District educational, operations and maintenance, transportation, working cash, and special education levies are extended to maximum amount possible unless changed by a voter referendum.

The resolution contains levy dollars, which are derived from the levy rates shown in this packet. We always set the dollars a little higher than we expect them to actually be, in case we have underestimated the equalized assessed value of property. We don't want to "leave money on the table" that could have been levied in the capped funds. For that reason, I am anticipating a 6% increase in EAV.

The levy request in IMRF and Social Security has been remained close to the same as last year. The same can be said for our Tort levy.

Our tentative tax levy (if approved) could result in an approximate $.0980 decrease in our total tax levy. This is dependent upon what our actual EAV increase/decrease ends up being.

In the past, we have held a Truth in Taxation hearing regardless of the percentage increase in the levy. Our increase this year is above the threshold required to hold a Truth in Taxation hearing. Therefore, by law, we must hold a Truth-In-Taxation hearing.
