City of Galesburg Planning and Zoning Commission met Nov. 15.

Here are the minutes provided by the commission:

MEMBERS PRESENT: Katina Cochrane, Bill Johnson, Ardennia Leahy, Mark Lee, Steve McKelvie, Neil Thomas, David Uhlmann, 7.

MEMBERS ABSENT: None, 1.

OTHERS PRESENT: Stephen Gugliotta AICP-Director of Community Development and Leslie Day – City Attorney.

Chairman declared quorum present.

Approve Minutes of the October 18, 2022 meeting

Member Lee moved to approve the minutes, seconded by Member Leahy.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

• Minor Plat of the White’s Acres Extension 1. At their November 7th meeting, City Council approved the Minor Plat.

None Received.

PZ-22-1101 Public Hearing Minor Plat of the Cooke Subdivision

The Commission members considered the following items:

• Delay the installation of a public sidewalk along the west side of Holton St being delayed until such time a plan is developed for a future public park.

• The subdivision is in compliance with the Development Ordinance

• The Development Review Committee reviewed the proposed Minor Plat at their November 2, 2022 meeting and recommended approval.

Member Lee moved, seconded by Member Uhlmann to recommend approval of the Minor Plat with the delay in public sidewalk installation until a park plan is developed.

Ayes: Cochrane, Johnson, Leahy, Lee, McKelvie, Thomas, Uhlmann, 7.

Nays: None.

Abstentions: None.

Absent: None.

Chairperson declared the motion approved.

PZ-22-1102 Public Hearing Variances – Blue Grama Solar, 1400 Block S Farnham St Kiersten Sheets was present on behalf of the applicant.

• Variance of the side (south) yard setback from 50 feet to 35 feet (a 30% reduction), a variance of the side (north) yard setback from 50 feet to 35 feet (a 30% reduction), a variance of the rear (east) yard setback from 50 feet to 35 feet (a 30% reduction), a variance of the front (west) yard setback from 75 feet to 52.5 feet (a 30% reduction).

• Variance of the fence height to allow a 7-foot-high chain link fence

• Variance of the 3-month limitation on variance to begin a project to extend it out to December 31, 2024.

The Commission members considered the following items:

• That the variance, if granted, will not alter the essential character of the neighborhood;

• That the granting of the variance will not be detrimental to the public welfare or injurious to other property or improvements in the neighborhood in which the property is located; The subject property is suitable for the proposed zoning classification.

• That the proposed variance will not impair an adequate supply of light and air to adjacent property, substantially increase the danger of fire, otherwise endanger the public safety, or substantially diminish or impair property values within the neighborhood.

• The Development Review Committee reviewed the proposed zoning amendment at their November 2, 2022 meeting and recommend approval.

Member McKelvie moved, seconded by Member Lee to recommend approval of the variances.

Nays: None.

Abstentions: None.

Absent: None.

Chairperson declared the motion approved.
