City of Galesburg Airport Advisory Commission met Nov. 17.

Here are the minutes provided by the commission:

Meeting was called to order by Wayne Carl at 3:00 P.M.

Roll Call: Present: Members: David Carlton, Aaron Repp, Ken Springer, Phillip Wolford, Ex-officio members: Don Miles, Park Superintendent, Wayne Carl, Airport Manager/Director of Public Works

Council Liaison: Council member Bradley Hix

Absent: None

Additional persons present: Gerald Smith, City Manager & Bill Hurley, airport user Minutes: None

Election of Chairman: Aaron Repp was elected as the Chairman and will preside over the future meetings of the Advisory Commission. 4 Ayes, 0 Nays

Introductions: This was the first meeting of the newly formed Airport Advisory Commission. Introductions were the first order of business. Gerald Smith provided his introduction as being the new City Manager for the City of Galesburg. Bradley Hix provided some background himself and on the reasons why he worked to found the Airport Advisory Commission. All members provided brief introductions of themselves.

Airport Manager Report:

• Director Carl provided a review of the 5 year IDOT Capital Plan for the airport. Projects included in the five year plan are as follows:

1. Complete Taxi-way B Resurfacing - 2023

2. Replace UST with AST Fuel Facility - 2023

3. Update Airport Layout Plan - 2023

4. Rehab Parking Lot and Access Road - 2024

5. Rehab Runway 3-21 - 2024

6. Improve RSA – 2024

7. Rehab Runway 10-28 – 2025

8. Rehab S. Apron & Re-Align Twy Connectors – 2027

• Director Carl provided exhibits showing the breakdown in funding for the projects and stated the City would be required to pay 5% for the projects that are in the program. He also provided a map showing the existing pavement condition ratings based on the most recent surveys that have been completed.

New Business:

• Director Carl provided information to the Commission regarding a proposed 50 ft x 50 ft private hangar someone has requested to be allowed to build at the airport. It would be proposed to be built onto the west end of the most northerly set of private hangars. After much discussion which included requiring liability insurance, possible terms for the lease agreement, building and fire code requirements, construction requirements, use of the building requirements, and maintenance of the building requirements, it was concluded to bring some additional information on private leases from other airports back to the commission to review. In addition, to bring the existing lease agreement the city has for the leasing the City’s hangars back to the commission to review.

• The existing hangar waiting list was discussed and a request was made to bring the hangar waiting list to the next commission meeting to discuss the process. 

• Chairman Repp inquired if the new fuel tank project could also include providing a tank for the new aviation fuel G100 UL, which is a sustainable aviation fuel. This will be discussed in the future with the City’s airport engineer, Jeff Olson, from Hanson Professional Services when the City develops the project in 2023. It was also mentioned to look at relocating the electric gate that is currently behind the stearman hangar to another site to the north in conjunction with the proposed parking lot project which would provide better access to the privately leased hangars.

Citizen Comments:

• Bill Hurley stated that it is dark on the east side of the hangars and requested the City to look at adding more light in this area. He also recommended the City to replace the fence around the hangars due to it being a short fence and would recommend having a higher fence to make it more secure. Mr. Hurley also stated that he had to wait 3.5 years to get a hangar and that the City should consider building more hangars for lease.

• It was mentioned that the F hangars on the north end, are in need of painting and there are some drainage issues, in particular hangar F-2 has water that stands in the hangar and there is ice that builds up around the tires. It was requested for the city to look at the drainage.
