At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Wednesday, December 14, 2022, at 9:30 am the following members were present:

The chair declared a quorum present and the meeting was opened for business.
CHANGES AND/OR AMENDMENTS TO AGENDA
Mr. Thompson made a motion to add D. Chip Algren for a Jail Update under Presentations from the Floor. Mr. Cavanaugh seconded the motion and with a voice vote the chair declared the motion carried.
APPROVAL OF MINUTES
Mr. Cavanaugh made a motion to approve the minutes of the November 16, 2022 Warren County Board Meeting. Mr. Spears seconded the motion and with a voice vote the chair declared the motion carried.

PRESENTATIONS FROM THE FLOOR
Rob Adcock spoke on Zoning Board of Appeals.
Jenna Link spoke on budget, Covid, RSV, Strep, Influenza A H1N1.
Tim Lobdell spoke on yearly weigh, Tri County Board Meeting and E-Cycling-electronic.
Chip Algren spoke on the Jail update. Land purchase- proposed deed, closing date set after seller's sign. Video and social media lined up with Clear Profits, also has a Radio Ad lined up.
ROAD AND BRIDGE
Mr. Thompson made a motion to approve the minutes of the Road and Bridge
Committee Meetings and claims for December 6, 2022. Mr. Hawkins seconded the motion and the following vote was taken:
Ayes: Cavanaugh, Hawkins, Jenks, Monroe, Pearson, Schar, Spears, Stevens, Thompson, Way, Winkler, Byers
Nays: None
Absent: Bresnahan, Tharp
The chair declared the motion carried.
WARREN COUNTY PUBLIC TRANSIT
Mr. Thompson made a motion to approve the minutes of the Public Transit Committee Meeting and claims for December 6, 2022. Mr. Hawkins seconded the motion and the following vote was taken:
Ayes: Hawkins, Jenks, Monroe, Pearson, Schar, Spears, Stevens, Thompson, Way, Winkler, Byers
Abstain: Cavanaugh

Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meetings and claims for December 6, 2022. Mr. Hawkins seconded the motion and the following vote was taken:

Mr. Cavanaugh made a motion to approve the Illinois Public Risk Fund Grant for $8,878.00. Mr. Stevens seconded the motion and the following vote was taken:

Board Room Table
Mr. Cavanaugh made a motion to approve the Board Room Table. Mr. Spears seconded the motion on a voice vote the chair declared the motion carried.

Mr. Jenks made a motion to approve the minutes of the Finance Committee Meetings and claims for December 8, 2022. Mrs. Monroe seconded the motion and the following vote was taken:

Mr. Hawkins made a motion to approve the County Clerk reports for December 2022. Mr. Cavanaugh seconded the motion and with a voice vote the chair declared the motion carried.
Zoning Reports
Mr. Cavanaugh made a motion to approve the Zoning reports for December 2022. Mr. Way seconded the motion and with a voice vote the chair declared the motion carried.
CHAIRMAN'S COMMENTS
Mr. Pearson read a thank you card from Tina, have a joyful Holiday and New Year.
Recess
Mr. Thompson made a motion to Recess the County Board Meeting. Mr. Cavanaugh seconded the motion and with a voice vote the meeting was recessed until 9:30 am on Wednesday, February 15, 2023.
