The ROWVA Board of Education met in their regular meeting in the High School LMC. The meeting was called to order by Mr. Lake at 7:00 pm.

People present were Board members, administrators, staff and Teresa Welch of Blucker Kneer & Associates.
Mrs. Danner presented the elementary principal’s report. She reviewed: Educational spotlight, professional development, and upcoming events/activities. Winter break will begin with a 1:45 pm dismissal on December 16th. Students will return on January 2, 2023.
Mr. Rees presented the jr./sr. high school principal’s report. He reviewed: Student spotlight, education spotlight, and upcoming sports/activities.
Dr. Dunlap presented the superintendent’s report. All items were Agenda items.
Dr. Dunlap presented the 2022 Tax Levy and recommended that it be approved as presented. Mr. Kuelper moved and Mr. West seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), Mrs. Fleming (Aye ☒ Nay ☐), Mrs. Godsil (Aye ☒ Nay ☐), and Mrs. Bean (Aye ☒ Nay ☐). Motion carried.
Teresa Welch from Blucker Kneer & Associates presented the 2021-2022 AFR. Dr. Dunlap recommended that it be approved as presented. Mrs. Godsil moved and Mrs. Fleming seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), Mrs. Fleming (Aye ☒ Nay ☐), Mrs. Godsil (Aye ☒ Nay ☐), and Mrs. Bean (Aye ☒ Nay ☐). Motion carried.
Dr. Dunlap presented PRESS Polices for the first reading.
Mrs. Godsil moved and Mr. Johnson seconded the motion to move into closed session to discuss personnel and meeting minutes lawfully closed under the OMA. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), Mrs. Fleming (Aye ☒ Nay ☐), Mrs. Godsil (Aye ☒ Nay ☐), and Mrs. Bean (Aye ☒ Nay ☐). Motion carried.
Mr. Kuelper moved and Mrs. Godsil seconded the motion to return to open session to discuss personnel and meeting minutes lawfully closed under the OMA. Dr. Dunlap recommended that employee (case # 2022-12-01) be placed on final chance probation, in relation to attendance, effective immediately. Mrs. Godsil moved and Mr. Johnson seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), Mrs. Fleming (Aye ☒ Nay ☐), Mrs. Godsil (Aye ☒ Nay ☐), and Mrs. Bean (Aye ☒ Nay ☐). Motion carried.
Mrs. Bean moved and Mr. Johnson seconded the motion to approve the Consent Agenda for the minutes of November 15, 2022, December 3, 2022, and December 12, 2022, the Treasurer’s Report, the payment of all bills in Education, Operations and Maintenance, Transportation, IMRF, Working Cash, Fire/Safety and Activity Funds as listed on the official copy, destroy audio minutes prior to July 2021, keep all closed meeting minutes closed, and personnel report. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), Mrs. Fleming (Aye ☒ Nay ☐), Mrs. Godsil (Aye ☒ Nay ☐), and Mrs. Bean (Aye ☒ Nay ☐).
