City of Knoxville City Council met Nov. 21.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the regular Council Meeting to order at 7:00 PM. All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Reed and Taylor; Mayor Myers, Treasurer Barnum, Attorney McCoy, Engineer Cooper, Chief Poyner and City Clerk Wilt. Absent: None. Also present: Mr. Ben Burgland, Ms. Penny Flesner, Mrs. Kathy Breeden.

Public Comments: None.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the November 7, 2022 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: Engineer Cooper stated that 70% of the sewer lines put in prior to 1980 have been televised, and several problem areas have been discovered. In two weeks when the project is completed, any urgent issues will be repaired at that time, with the rest to be repaired in Spring

2023. Cooper also stated that the Public Square project came in under budget. Main Street handicap ramps around the Public Square need to be replaced, but permits from the state are required as Main Street is a state highway.

Treasurer’s Report: Treasurer Barnum noted that additional funds were moved from the General Fund checking account to the General Fund Money Market account to obtain better interest rates.

City Clerk’s Report: No report.

Payment of City Bills: Alderman Eiker moved to approve payment of the City Bills. Alderman Hillier seconded the motion which passed with seven (7) Yes votes.

INFORMATION ITEMS

• Mayor Myers noted that the monthly departmental operating reports were available in the online Council packet.

OLD BUSINESS

1. Library East Exterior Door: Alderman Eiker reported that the current unused door on the northeast corner of the library could be replaced for about $200.00 as a more affordable option than permanently removing it. The area inside could then be drywalled over to stop any potential weather problems. Supervisor of Public Works Rossell will be asked to look into replacing the door.

2. Portable Additional Lighting for Roadways: Chief Poyner reported that he was still investigating affordable options for this problem. Engineer Cooper stated that his firm may have additional resources to explore.

NEW BUSINESS

1. 2021-2022 Audit: Ben Burgland with Blucker, Kneer & Associates stated that the 2021- 2022 audit was completed with no issues found, and that he had submitted the completed financial report to the state in compliance. He also noted that the City had a good financial year and that revenues had bounced back from the Coronavirus pandemic which began in 2020.

2. Employee Holiday Bonuses: Alderman Eiker moved to approve paying $9,500.00 for employee holiday bonuses, to be distributed at the December 11, 2022 employee, council and committee member Holiday Party. Alderman Hillier seconded the motion, which passed with seven (7) Yes votes.

Mayor’s Report:

• Half of the solar panels are up at the wastewater treatment plant.

• Ameren IL has approved the addition of a street light on an existing pole in the 400 block of West South St. No time frame was given for this addition.

• The Christmas parade will be held on December 3 at 1:00 PM. Luminaries will be lit on the evenings of December 2 and December 3, and picked up on December 4. The Courthouse and Museum will be open to the public on December 3 from 6:00-8:00 PM.

• The next regularly scheduled Council meeting will be held on Monday, December 5, 2022 at 7:00 pm.

Committee Reports

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: No report.

• Streets: Alderman Gruner reported that a citizen had requested a stop light at Main and Broad Streets. As this is a state highway, the City cannot install one without permission. Alderman Eiker stated that the trucks and plows are ready for the winter. Alderman Moore stated that a citizen had requested one sided parking on the 500-600 Walnut St cul-de-sac to make sure emergency vehicles could easily access all homes.

• Water/Sewer: No report.

Adjourn: At 7:32 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
