McDonough County Board Elms/Building and Grounds Committee met Oct. 11.
Here are the minutes provided by the committee:
The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included, Chair Larry Aurelio, Vice Chair Terra Litchfield, Dave Cortelyou, Mike Cox, Cindi Helling, Vicky Kipling, and Deckle McLean. Member Travis Hiel was absent. Others in attendance included Chad Wilson, Patrick Stout, Elms Administrator Tim Bledsoe, County Sheriff Nick Petitgout, County Chair Scott Schwerer, and Committee Secretary Stacey Alexander.
Chair Larry Aurelio called the meeting to order at 7:00 p.m.
Review and Approval of September 13, 2022 Minutes
Member Cox moved with a second by Member Cortelyou to approve the minutes as submitted. Motion carried on a voice vote.
Review and Approval of October 3, 2022 Minutes
Member Cox moved with a second by Member Cortelyou to approve the minutes as submitted. Motion carried on a voice vote.
Farm Report
None
Administrator’s Report
Tim Bledsoe gave the report, he informed the Committee that they are making some policy changes. Census is at 68, with 11 being Medicare, 40 being Medicaid and, 16 private-pay. Medicare currently owes $229,756.19. There were 36 admissions, and 32 discharges.
Financial Report
Member Kipling moved with a second by Member Helling to approve the September, 2022 Financial Reports. Motion carried on a voice vote.
Elms Claims
Member Litchfield moved with a second by Member Helling to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.
Macomb Public Building Commission
The door at the Elms is currently being replaced and so is one at the jail. The jail needs a new roof so they will be getting bids to replace it.
McDonough County Maintenance Directors Report
Chad Wilson gave the report. All entrances to the Courthouse are now open, another set of doors have been refinished, and the fire inspection has been done. The co-op order is complete, and they are getting ready for winter. Chair Aurelio asked when the boiler will be up and running, Wilson told him it hasn’t been cold enough yet. Sheriff Petitgout informed the Committee that they have used funds from the impound account for improvements at the County Building. The funds were used for windows, and Wilson ran wiring and installed two old air conditioners from the Courthouse.
Building and Grounds Claims
Member McLean moved with a second by Member Cortelyou to approve the September, 2022 Building and Grounds Claims. Motion carried on a voice vote.
Discuss Architect Findings of the Courthouse
Member Cox informed the Committee that a drone was flown over the Courthouse yesterday and that there are two more phases.
Member Cox made a motion to proceed to phase two and to send it to the full Board meeting on October 19th moved with a second by Member McLean. Motion carried on a voice vote.

County Board Chair Comments
County Chair Schwerer informed the Committee that the Finance Committee will review the County’s draft budget at the Finance meeting on October 12th, and that the auditors will be at the full Board meeting this month.

Member Kipling moved with a second by Member Litchfield to adjourn the meeting at 8:10 p.m. Motion carried on a voice vote.
