Galesburg Community Unit School District No. 205 Board of Education met Sept. 12.

Here are the minutes provided by the board:

Call to Order/Roll Call

The Community Unit School District #205 Board of Education met in closed session prior to the regular meeting on Monday, September 12, 2022 at 6:00 PM at 932 Harrison St., Galesburg, IL. The roll was read and the following Members responded: Boettcher, Bess-Tabb, Cervantez, Lyon, Phelps, Scherpe, Rodriguez (7) Roll Call #1

Closed Session

It was moved by Member Cervantez and seconded by Member Phelps to move to closed session for the purpose of appointment, employment, compensation, discipline, performance or dismissal of an employee(s), negotiations and pending litigation. On roll call the following Members voted AYE: Bess-Tabb, Boettcher, Cervantez, Lyon, Phelps, Rodriguez, Scherpe (7) Motion carried. Roll Call #2

Following closed session, it was moved by Member Rodriguez and seconded by Member Bess Tabb to move to open session. On roll call the following Members voted AYE: Cervantez, Lyon, Phelps, Rodriguez, Scherpe, Boettcher, Bess-Tabb (7) Motion carried. Roll Call #3

Budget Hearing

President Scherpe call the public hearing to order requesting any public comments to be made. None were made. Mrs. Hamm presented on the budgets for the District and Galesburg Area Vocational Center. President Scherpe closed the hearing. It was moved by Member Phelps to close the hearing and seconded by Member Boettcher. On roll call the following Members voted AYE: Lyon, Phelps, Rodriguez, Scherpe, Bess-Tabb, Boettcher, Cervantez (7) Motion carried. Roll Call #4

President Scherpe called the regular meeting to order. On roll call the following Members were present: Phelps, Rodriguez, Scherpe, Boettcher, Bess-Tabb, Cervantez and Lyon.

A moment of silence was observed followed by the Pledge of Allegiance.

It was moved by Member Phelps and seconded by Member Rodriguez to approve the consent agenda as presented. On roll call the following Members voted AYE: Lyon, Phelps, Rodriguez, Scherpe, Bess-Tabb, Boettcher, Cervantez (7) Motion carried. Roll Call #5

FOCUS AREA #1: Relevant Skills that Lead to Employability

A. Building Reports—No questions were asked.

B. Special Education Report—No questions were asked.

C. Student and Staff Supports Report—No questions were asked.

FOCUS AREA #2: Facilities that Assist in Skill Acquisition

A. Buildings and Grounds Committee Report

Member Phelps stated that the community open house will be on September 23, 2022 at 4pm until 6pm. He then showed recent photos of the new preschool at the 940 building and discussed the speed bumps being extended at Galesburg Junior Senior High School.

B. Consider Approval of 940 Building Storage Shelving

It was moved by Member Cervantez and seconded by Member Bess-Tabb to approve as presented. Mrs. Hamm explained where they will be located and different types of shelving. On roll call the following Members voted AYE: Rodriguez, Scherpe, Cervantez, Boettcher, Bess Tabb, Lyon, Phelps (7) Motion carried. Roll Call #6

C. Consider Approval of FY23 School Maintenance Project Grant

It was moved by Member Phelps and seconded by Member Rodriguez to approve as presented. Mrs. Hamm stated that this is just the first step to be able to apply for the grant and it doesn’t commit the Board to the project. On roll call the following Members voted AYE: Rodriguez, Phelps, Scherpe, Cervantez, Boettcher, Bess-Tabb, Lyon (7) Motion carried. Roll Call #7

FOCUS AREA #3: Responding to the Changing Needs of our Community

A. Consider Approval of District Budget for FY23

It was moved by Member Cervantez and seconded by Member Rodriguez to approve the tentative budget for display as presented. The following Members voted AYE: Lyon, Phelps, Scherpe, Bess-Tabb, Boettcher, Cervantez, Rodriguez (7) Motion carried. Roll Call #8

B. Consider Approval of Galesburg Area Vocational Center Budget for FY23

It was moved by Member Rodriguez and seconded by Member Cervantez to approve as presented. On roll call the following Members voted AYE: Rodriguez, Cervantez, Bess-Tabb, Boettcher, Phelps, Lyon, Scherpe (7) Motion carried. Roll call #9

C. Consider Approval of Establishment of Activity Fund Accounts

It was moved by Member Cervantez and seconded by Member Bess-Tabb to approve as presented. Mrs. Hamm stated that these are to establish class accounts for fundraising for items like Prom. The list is attached for each account for classes 2026, 2027, 2028, PTO accounts and a food bank. Discussion ensued regarding fundraising in the District. On roll call the following Members voted AYE: Lyon, Phelps, Scherpe, Bess-Tabb, Boettcher, Rodriguez, Cervantez (7) Motion carried. Roll Call #10

D. Consider Approval of Intergovernmental Agreement with City of Galesburg Fire Department and Galesburg Area Vocational Center

It was moved by Member Bess-Tabb and seconded by Member Lyon to approve as presented. Mrs. Hamm stated that the District has always had two fire science instructors but because of their rotations and numbers there is no longer an availability to have two staffed. This agreement changes it so that the third day, their internal trainer will do the bookwork with the students and Ben Johnson will still do the two days. On roll call the following Members voted AYE: Phelps, Lyon, Scherpe, Rodriguez, Boettcher, Bess-Tabb, Cervantez (7) Roll Call #11

E. Consider Approval of Trip Requests

It was moved by Member Bess-Tabb and seconded by Member Rodriguez to approve as presented. Mr. Eric Matthews, Athletic Director, stated that the list includes potential trips and planned trips. On roll call the following Members voted AYE: Lyon, Scherpe, Rodriguez, Boettcher, Bess-Tabb, Cervantez, Phelps (7) Roll Call #12

F. Consider Approval of Intergovernmental Agreement with Delabar CTE

It was moved by Member Phelps and seconded by Member Rodriguez to approve as presented. Dr. Asplund stated that this has to be approved yearly or the District forfeits the Perkins Federal Vocation Fund. On roll call the following Members voted AYE: Lyon, Phelps, Scherpe, Bess Tabb, Boettcher, Rodriguez, Cervantez (7) Motion carried. Roll Call #13

PERSONNEL

A. Consider Approval of Job Descriptions

President Scherpe stated that the job descriptions were being pulled for another meeting because there are some changes that need to be made on a few of them.

B. Consider Approval of Personnel Report

It was moved by Member Phelps and seconded by Member Bess-Tabb to approve as presented. On roll call the following Members voted AYE: Rodriguez, Scherpe, Bess-Tabb, Boettcher, Lyon, Phelps, Cervantez (7) Motion carried. Roll Call #14

C. Grievance Update

Dr. Asplund stated that the grievance regarding the staff parking spaces at Galesburg Junior Senior High School has moved onto arbitration. Two additional grievances were filed but Dr. Asplund has not yet seen them.

D. Report on FOIA Requests—None

The next regular meeting is Monday, October 10, 2022 at 7PM.
