City of Galesburg Façade Advisory Committee met April 5.

The meeting was called to order at 9:30 am.
Approve Minutes of the December 7, 2021 meeting
Member Holloway moved to approve the minutes, seconded by Member Gerstenberger.
Minutes were approved by voice vote.

FAC-22-0401 Consider Downtown Façade Redevelopment Grant Program
The program success over the years and positive impact to downtown was discussed. Since the program was created in 2009 the FAC has reviewed it’s status and made adjustments as needed.
A number of ideas were discussed, such as the GDC continuing their facade program and potentially adjusting project eligibility to those with a total project cost of $20,000 or less, with the larger façade program administered by the city being total project costs of over $20,000. Each with a 50% incentive reimbursement to a maximum dollar amount to be determined. Communication and coordination between both the city and GDC would continue, but how that flows needs further review. Separating the administration of the two facade programs could bring some efficiencies.
A discussion on design guidelines ensued and the general consensus was the design of facade projects should be consistent with the era in which the building was constructed. The importance of installing operable window in upper stories instead of fixed windows, even if a building owner does not have current plans to redevelop upper stories now, will allow for future flexibility.
There being no further business, Member Gerstenberger made a motion to adjourn, seconded by Member Holloway, the meeting adjourned at 10:22 a.m.
