McDonough County Board met July 20.

Here are the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse, in Courtroom 201 at 7:00 p.m. Roll call resulted in 16 present, and 5 absent. Members Eric Chapman, Cindi Helling, Dick Marcott, Larry Aurelio, and George Dixon were absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

Board Member Cortelyou moved with a second by Board Member Litchfield to approve the minutes of June 15, 2022 with corrections. Motion carried with a voice vote.

EXHIBIT 2

The report from Public Defender, Stephanie Hilton for the month of June, 2022 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in April, 2022 was received and filed. County Sales Tax, Public Safety Tax, Cannabis Tax, and Transportation Tax were all down from the previous month.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of June, 2022 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Wilson for the month of June, 2022 was received and filed.

EXHIBIT 6

The report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of June, 2022 was received and filed.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. Finance Chair Hiel reported that the Finance Committee did not transfer any funds as Exhibit 7A

EXHIBIT 8

Board Member Nissen moved with a second by Board Member Erlandson to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 8A.

EXHIBIT 9

Board Member Nissen moved with a second by Board Member Durkin to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 9A.

EXHIBIT 10

West Prairie School District Super Intendent, Guy Gradert requested to enter to an Intergovernmental Agreement with the County to provide a Student Resource Officer at the school, and for the cost to be split between the School District and the County.

EXHIBIT 11

Board Member Cox moved with a second by Board Member Clark to approve a Public Safety Officer for West Prairie School District. Motion carried with a voice vote as Exhibit 11A.

EXHIBIT 12

Board Member McGrew moved with a second by Board Member Clark to approve the Appointment of Clarke Kelso to the McDonough County Board of Review to replace Max Dunseth effective January 1, 2023. Motion carried with a voice vote as Exhibit 12A.

EXHIBIT 13

Board Member Cox moved with a second by Board Member Foster to approve the Resolution Request for County Aid to Bridge Funds Project 2250-37 Scotland Township Road District. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 13A.

EXHIBIT 14

Board Member Cortelyou moved with a second by Board Member McGrew to approve the Resolution to Purchase 2024 Mack Tandem Truck with Stainless Bed, Front and Wing Plow and Stainless Spreader Box. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 14A.

EXHIBIT 15

Board Member Foster moved with a second by Board Member Calvert to approve the Resolution to Accept Bids to Furnish and Deliver Materials for 2022 Federal Pavement Preservation Program 22-00000-00-OO. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 15A.

EXHIBIT 16

Board Member Foster moved with a second by Board Member Cortelyou to approve the Resolution to Amend FY 2022 Motor Fuel Tax Fund Budget. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 16A.

EXHIBIT 17

Board Member Hiel moved with a second by Board Member Melvin to approve the Resolution General County Fund Budget Day Care. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 17A.

EXHIBIT 18

Board Member Cox gave a brief overview of Klengner’s proposal. Member Hiel said that he would like to see us cap the amount at $30,000.00. A large discussion was held.

Board Member Cox moved to accept Klengner’s Proposal at $54,600.00 with a second by Board Member Cortelyou. Motion carried with a roll call vote of 9 yeas, 6 nays, 1 pass, and 5 absent as Exhibit 18A.

EXHIBIT 19

Board Member Cox moved with a second by Board Member Clark to Approve the Resolution for Tax Deed for 11-101-558-00. Motion carried with a voice vote as Exhibit 19A.

EXHIBIT 20

Board Member Hiel moved with a second by Board Member Foster to approve the Resolution to Amend FY 2022 Public Safety Fund Budget Amendment. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent as Exhibit 20A.

EXHIBIT 21

McDonough County ESDA Director, Edgar Rodriguez gave brief overview of the plan.

Board Member Durkin moved with a second by Board Member Melvin to approve the Resolution of Adoption of the 2022 McDonough County Multi-Jurisdictional All Hazards Mitigation Plan. Motion carried with a voice vote as Exhibit 21A.

EXHIBIT 22

Board Member Kirby informed the Board that he would like to see the County put in two electric charging stations and place them in the old P&M building. The cost for two stations would be around $5,000.00 plus the cost of the building. Member Cox would like a sub committee formed to look into spending the money for community projects.

EXECUTIVE SESSION

None.

PUBLIC COMMENT

County resident Marilyn Shelly informed the Board of her concerns with the CO2 pipeline and that she is against it.

Chair Schwerer entertained a motion that Days and Miles are checked, roll be called, and the Board adjourn until Wednesday, August 17, 2022 at 7:00 p.m. Board Member Foster moved with a second by Board Member McGrew to adjourn the meeting. Motion carried with a roll call vote of 16 yeas, 0 nays, 0 pass, and 5 absent. With no further business to discuss the meeting adjourned at 8:19 p.m. Sheriff Petitgout gave the closing declaration.
