Monmouth Roseville Community Unit School District Board of Education met July 12.

Here are the minutes provided by the board:

Call to Order/Roll Call

The Monmouth-Roseville C.U.S.D. #238 Board of Education met in a regular meeting in the High School LMC at 200 South B Street, Monmouth, Illinois. At 6:47 p.m. the meeting was called to order by Secretary, Bratcher, and the roll was read. The following Members responded: Killey, Schumm, Switzer, Watson, Bratcher, Brooks (6). Roll call #1.

Pledge of Allegiance

President Killey led the Board in the Pledge of Allegiance.

Consent Agenda

It was moved by Member Brooks and was seconded by Member Watson that the Board approve the Consent Agenda as presented:

(a.) The Board approved and placed on file the Minutes from the Regular Session held on June 21, 2022 and the Minutes from the Amended Budget Hearing on June 21, 2022.

(b.) The Board received and placed on file the June Financial Reports that included the Treasurer's Report and Employee's Self Insurance Health Insurance Program Reports.

(c.) The Board approved the June Payroll and July Board Bills.

On roll call the following Members voted AYE: Switzer, Watson, Bratcher, Brooks, Killey, Schumm (6). Motion passed. Roll call #2.

Superintendent Reports

Mr. Fletcher reviewed the following items:

Facilities Update July 2022 - Central HVAC

• Still waiting on seven of the unit ventilators. Shelving on each side of the ventilators will be installed, piping to unit will completed and plywood boxes made the same size as the units. This will protect students from the exposed piping and vent louvers, however it will enable the missing units to be “slid” in place upon arrival. Estimated delivery on the missing units is late September/Early October.

• Still waiting on the main electrical panel. The original ship date of late September has not changed. Electrical contractor is to verify ship date next week. The air conditioning WILL NOT be functional without this being installed. Once main electrical panel is installed, the AC will be operational except for the seven rooms without a unit ventilator.

• Substantial work has been accomplished in the kitchen now that summer school is over and there is no longer a daily requirement for lunches.

• Second phase of asbestos abatement is in progress.

• Boilers are on site. Circulation pumps and required piping have been installed. . It is expected that the custodial staff may be given access to the second floor on/near 22 July 2022 to begin the summer cleaning. Harding HVAC

• Still waiting on one of the unit ventilators. Shelving on each side of the ventilator will be installed, piping to unit will completed and a plywood box made the same size as the units. This will protect students from the vent louvers, however it will enable the missing unit to be “slid” in place upon arrival. Estimated delivery on the missing units is late September/Early October.

• Still awaiting the arrival of the chiller. Estimated date for arrival is late July.

• All piping has been installed and has passed the pressure test.

• Majority of the unit ventilators have been installed.

• The air conditioning will be functional without the missing ventilator.

• It is expected that the custodial staff may be given access to the second floor on/near 01 August 2022 to begin the summer cleaning. Baseball Field Irrigation

• All piping and valves have been installed

• Fine tuning the system this week

• Expected to have final testing early next week High School Projects

• Gym and been re-painted

• Bleacher seats have been replaced with blue seats

• Gym Floor has been re-coated

• New sound system has been installed

• Conversion over to all LED lighting has been completed

• Installation of storm water inlet at circle drive entrance to start the week of 11 July.

• Storm water basin project delayed pending receipt of corrected engineering drawings

• All Purpose room asbestos floor tile abatement has been completed

• All purpose room has been repainted to match the gym

Updated ISBE/IDPH COVID Guidance: Superintended Fletcher presented ISBE/IDPH updated COVID guidance for school districts. He will meet with the district nurses in the coming weeks to review the update and discuss the implications on our district but said his recommendation would be to start the new school year as it ended last school year.

A. Discussion and Approval to send to staff members to an out of state professional development

conference

The Superintendent presented the request for staff members to attend the Future Forward annual training in Milwaukee, Wisconsin August 1 - August 5, 2022. Member Watson moved to approve the request and was seconded by Member Brooks.

On roll call the following Members voted AYE: Switzer, Watson, Bratcher, Brooks, Killey, Schumm (6). Motion passed. Roll call #3.

B. Discussion and Approval of MOU between the Board of Education and Monmouth-Roseville

Education Association

Superintendent Fletcher presented the Board with a MOU regarding ELearning days. Member Bratcher moved to accept the MOU as presented and Member Switzer seconded. On roll call the following Members voted AYE: Watson, Bratcher, Brooks, Killey, Schumm and Switzer (6). Motion carried. Roll call #4

Public Comments

Board Comments

Member Brooks invited the Board to attend the Annual Summer Musical July 15th and 16th at the MRHS Auditorium.

Member Bratcher invited the Board to support the MRHS Cheerleaders fundraiser at Fareway July 16th from 11 a.m. – 2 p.m.

Mr. Fletcher welcomed Shelly Smith as the new board secretary.

Closed Session

At 7:02 p.m. Member Brooks made a motion to go into closed session for the purpose of:

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity (5 ILCS 120/2 (c)(1)), Student disciplinary cases, Collective negotiating matters between the public body and its employees.

Member Watson seconded the motion. On roll call the following Members voted AYE: Bratcher, Brooks, Killey, Schumm, Switzer and Watson (6). Motion carried. Roll call #5

Return to Open Session

At 8:20 p.m. Member Brooks moved and Member Switzer seconded returning to Open Session. On roll call the following Members voted AYE: Killey, Schumm, Switzer, Watson, Bratcher and Brooks (6). Motion carried. Roll call #6

Action Taken as a Result of Closed Session

Personnel Agenda

Superintendent Fletcher presented the information for Board approval:

Member Brooks moved to accept the Personnel Agenda as presented. Member Bratcher seconded the motion. On roll call the following Members voted AYE: Brooks, Killey, Schumm, Switzer, Watson and Bratcher (6). Motion carried. Roll call #7

Adjournment

At 8:24 p.m. Member Brooks moved to adjourn the meeting. Member Switzer seconded the motion. On roll call the following Members voted AYE: Killey, Schumm, Switzer, Watson, Bratcher and Brooks (6). Roll call #8
