City of Galesburg City Council met July 5.

Called to order by Mayor Peter Schwartzman at 5:30 p.m.
Roll Call #1: Present: Mayor Peter Schwartzman, Council Members Bradley Hix, Kevin Wallace, Dwight White, Sarah Davis, and Larry Cox, 6. Absent: Council Members Wayne Dennis and Jaclyn Smith-Esters, 2. Also Present: Interim City Manager Wayne Carl, City Attorney Brad Nolden, and Deputy City Clerk Ericka Gugliotta.
Mayor Schwartzman declared a quorum present.
The Pledge of Allegiance was recited.
A moment of silence was observed in lieu of an invocation.
Council Member Davis moved, seconded by Council Member Cox, to approve the minutes of the City Council’s regular meeting from June 20, 2022.

CONSENT AGENDA #2022-13
All matters listed under the Consent Agenda are considered routine by the City Council and will be enacted by one motion.
Approve bills in the amount of $693,560.08 and advance checks in the amount of $693,012.95.
Council Member Davis moved, seconded by Council Member Cox, to approve Consent Agenda 2022-13.

PASSAGE OF ORDINANCES AND RESOLUTIONS
Council Member Wallace moved, seconded by Council Member White, to approve Ordinance 22- 3676 on final reading amending Section 113.043 (A) of Chapter 113 of the Galesburg Municipal Code regarding the limitation on the number of Class A-1 liquor licenses.

Ordinance on first reading amending Section 152.119 regarding High Tunnel Structures.
BIDS, PETITIONS, AND COMMUNICATIONS
Council Member Cox moved, seconded by Council Member White, to approve the bid, subject to IEPA approval, in the amount of $2,615,850.00 from J.C. Dillon Inc. for Phase VI of the lead sewer line replacement. Interim City Manager Carl stated that the increase in cost for Phase VI was due to material costs plus many service lines replacements are businesses on Main Street which increases the cost of traffic control.

PUBLIC COMMENT
Kendall Bolin asked the Council whether an ordinance regulating side-by-side vehicles would be placed on an agenda for consideration. Mayor Schwartzman stated he would discuss this matter with him after the meeting.
Bonnie Ericson extended her apologies for being late to the council meeting to give the invocation.
CITY MANAGER’S REPORT
Council Member Cox inquired about the several bumps on Henderson Street due to the heat and when they will be repaired. Interim City Manager Carl stated that IDOT will be addressing the issue next week.
MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)
Council Member White moved, seconded by Council Member Cox, to sit as the Town Board. The motion carried.
TOWN BUSINESS
Trustee Davis moved, seconded by Trustee Cox, to approve Town bills and warrants be drawn in payment of same.

Council Member Davis moved, seconded by Council Member Wallace, to resume as the City Council. The motion carried.
CLOSING COMMENTS
Council Member Cox asked if the City had projections regarding future revenue sources, especially considering economist are predicting a recession is in the near future. Interim City Manager Carl stated that there will be a work session on July 25, 2022, to discuss the City’s budget and address these issues. Finance Director Osborn added that the City has been very prudent at maintaining a healthy fund balance as a safeguard for such situations.
Council Member Hix thanked everyone involved in the Big Bang Boom 4th of July event. Hix extended an invitation to anyone who might be interested in playing in the golf outing for the Galesburg Public School Foundation that will be held on July 8th.
Council Member Wallace thanked those in attendance at the meeting. He hoped that everyone had a safe July 4th and he received very few complaints about fireworks. He wanted to assure people that their complaints to do not go unheard, but it can be difficult to catch people in the act of letting off fireworks.
Council Member Wallace acknowledged the loss of Carlos Duncan and his contributions to the Galesburg Youth Boxing League that helped many young people in the community. Wallace also requested adding a future council item renaming the HT Custer ballpark in someone’s honor.
Council Member White expressed his condolences to the family of Carlos Duncan. Carlos was a lifelong member of Galesburg who served the community in many ways, especially the youth, and that he should be recognized for his contributions. White also recognized the loss of another life long resident Donald Brannon. Mr. Brannon was another example of someone who gave back to our community and its youth.
Council Member White added how excited he was to see that Galesburg was listed as one of the best small cities in America according to Census data complied by Pheabs.com. White stated Galesburg is a great City and encouraged everyone to get involved in the community.
Council Member Davis announced the recipients of the July Community Blue Ribbon Award are Mike and Lori Landon. Mike and Lori have lived at 354 Hawkinson Avenue for 28 years and have made significant improvements to the structure and yard. Davis congratulated the Landon’s and thanked them for their hard work and making it a welcoming space.
Mayor Schwartzman echoed the sentiments for the loss of Carlos Duncan and sends his condolences. The Mayor stated that the Railroad Days event was very successful. He also attended the Lipanda Day celebration at Park Plaza. He thanked the Fire Department for their attendance and having a French translator assist in explaining fire safety, which was a tremendous help.
There being no further business, Council Member Wallace, seconded by Council Member White, to adjourn the regular meeting at 6:03 p.m.
