City of Knoxville City Council met June 6.

Call to Order: Mayor Myers called the Meeting to order at 7:00 PM.
All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, Reed and Taylor; Mayor Myers, Treasurer Barnum, Attorney McCoy, Chief Poyner, and City Clerk Wilt. Absent: None. Also present: Mr. Kevin Hasting, Mrs. Amy Hasting, Mr. Mike Lewis, Mrs. Gayle Lewis.
Public Comments: None.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the May 16, 2022 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: No report.
Treasurer’s Report: No report.
City Clerk’s Report: Clerk Wilt reported that the first regular Council meeting in July would fall on July 4, so the meeting will be held on Tuesday, July 5, 2022.
INFORMATION ITEMS

OLD BUSINESS
1. City Hall Annex Message Sign: Item postponed due to no new information at this time.
2. Vacate Portion of Undeveloped Washington Street: Alderman Eiker moved to not vacate the undeveloped portion of Washington Street north of Douglas St as was requested. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.
3. Approval Final Hein Construction Invoice for City Hall Annex: The City Hall Annex has been completed with no open issues remaining. Alderman Moore moved to approve the final Hein Construction invoice for $38,903.76. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.
4. Wheel Tax Software Upgrade: Item postponed due to no new information at this time.
NEW BUSINESS
1. Zoning Variance Request – Construct Accessory Building on Parcel 1032277006 between 780 and 786 S Division St: Mike and Gayle Lewis request a variance to construct a 120’ x 60’ accessory building on their parcel which has no primary residence, but is zoned RA – Rural Agriculture. The parcel adjoins their current property 788 S Division St. The Zoning Board of Appeals reviewed and recommended approval of this request at their May 17, 2022 meeting. Alderman Hillier moved to allow the construction of an accessory building on Parcel 1032277006. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.
2. Zoning Variance Request – Fence Height Variance 515 W Ann St: Kevin and Amy Hasting request a variance to place a 7 foot tall fence in their front yard. The Zoning Board of Appeals reviewed and recommended approval of this request at their May 17, 2022 meeting. Alderman Eiker moved to approve the fence height variance at 515 W Ann St. Alderman Taylor seconded the motion, which passed with seven (7) Yes votes.
3. TIF Final Approval – Worden Properties 223 E Main St: The Economic Development Group has approved the finalized grant application for the Worden Properties LLC for 223 E Main St. Alderman Hillier moved to approve the distribution of a TIF grant for $40,000.00. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.
4. Review Mowing Rate for Abated Yards: Attorney McCoy will draft an ordinance to streamline the process to be able to intervene on yards not mowed, including setting a mowing rate if the City is forced to mow.
5. Circle Drive Drainage: This item will be placed on a future agenda to possibly make Circle Drive a dead end.
Mayor’s Report:
• A decision will need to be made about the City owned empty lot at 207 E North St, as Habitat for Humanity is no longer going to use it.
• The wastewater treatment plant solar project is ongoing.
• A part time sanitation worker is still needed for the summer to allow current sanitation worker Sterr to continue with painting projects.
• The Library needs ceiling work done following water damage.
• IL State Representative Dan Swanson is willing to assist the City with grant applications.
• Notes were circulated from the KHS Class of 2022, thanking for the donation to Project Graduation, from Jessica Weist and family, thanking for the donation in memory of Deputy Nick Weist, and from Sue Garoutte, thanking for assistance during the funeral procession for Gilson Fire Chief Tony Garoutte.
• Part time library associate Joan Leedham has resigned effective May 21, 2022.
CITY OF KNOXVILLE
Regular Council Meeting
Council Chambers, Knoxville City Hall Annex, 33 N Public Sq, Knoxville IL
• The Public Library Board meets on Tuesday, June 7, 2022.
• The next regularly scheduled Council meeting will be held on Monday, June 20, 2022 at 7:00 PM at the City Hall Annex.
Committee Reports
• Administration: No report.
• Cemetery: Alderman Hillier reported that the cemetery looked great for Memorial Day.
• Economic Development: No report.
• Parks: Alderman Reed reported that the Born Learning Trail had been installed at James Knox Park.
• Police: No report.
• Sanitation: No report.
• Streets: Alderman Eiker reported that the culvert extension on E Ann St had been installed. There is much concrete work coming up for the summer, and the sidewalk to the east of the Historic City Hall will be removed.
• Water/Sewer: No report.
Adjourn: At 7:36 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
