Warren County Board met June 15

Warren County Board met June 15.

Here are the minutes provided by the board:

At the regular meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, at 9:30 am the following members were present:

PRESENT: Honorable Mike Pearson

Tim Bresnahan

Dan Byers

Sean Cavanaugh

Danielle Cox

Steve Hawkins

David Jenks

Lyman Schar

Patrick Spears

Sean Stevens

William Thompson

Todd Winkler

ABSENT: Cole, Monroe, Way

CLERK: Tina M. Conard

The chair declared a quorum present and the meeting was opened for business.

APPROVAL OF MINUTES

Mr. Jenks made a motion to approve the minutes of the April 13, 2022 Warren County Board Meeting. Mr. Schar seconded the motion and with a voice vote the chair declared the motion carried.

CHANGES AND/OR AMENDMENTS TO AGENDA

Mr. Cavanaugh made a motion change the date of the next meeting from June 15,2022 to September 14,2022. Mr. Winkler seconded the motion and with a voice vote the chair declared the motion carried.

PRESENTATIONS FROM THE FLOOR

A. PCOM Morgan Lewis:

Mr. Thompson made a motion to approve RESOLUTION# 16-21-22 CVP Grant Application for 14 buses. Mr. Spears seconded the motion and the following vote was taken;

Ayes: Byers, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Thompson, Winkler, Bresnahan

Nays: None

Abstained: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried

Mr. Jenks made a motion to approve RESOLUTION# 17-21-22 Line of Credit Operation Expense. Mr. Schar seconded the motion.

Mr. Bresnahan made a motion to amend the motion that when the balance of the remaining funds fall below $500,000 then we decrease the line of credit to match. Mr. Winkler seconded the motion.

After much decision Mr. Cavanaugh made a motion call to question. Mr. Jenks seconded the motion and the following vote was taken:

Ayes: Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Thompson, Winkler,

Bresnahan, Byers

Nays: None

Abstain: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried

Mr. Bresnahan made a motion to amend the motion that when the balance of the remaining funds fall below $500,000 then we decrease the line of credit to match. Mr. Winkler seconded the motion.

Mr. Jenks made a motion to approve the amended motion. Mr. Schar seconded the motion and the following vote was taken:

Ayes: Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Thompson, Winkler, Bresnahan, Byers

Nays: None

Abstain: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried

Mr. Spears made a motion to approve Resolution# 18-21-22 Line of Credit WCPT expenses. Mr. Winkler seconded the motion and the following vote was taken;

Ayes: Jenks, Pearson, Schar, Spears, Stevens, Thompson, Winkler, Bresnahan, Byers, Cox, Hawkins

Nays: None

Abstained: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried

B. Jenna Link, Warren County Health Department Administrator, Handed out their Budget YTD report.

New state grants will start July 25th

• She also handed out her annual report, and gave an update on COVID.

ROAD AND BRIDGE

Mr. Thompson made a motion to approve the minutes of the Road and Bridge

Committee Meetings and claims for May 10, 2022 and June 7, 2022. Mr. Hawkins seconded the motion and the following vote was taken:

Ayes: Schar, Spears, Stevens, Thompson, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

RESOULTION #19-21-22

Improvement

Mr. Thompson made a motion to approve the forgoing resolution. Mr. Hawkins seconded the motion and the following vote was taken:

Ayes: Spears, Stevens, Thompson, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

ANIMAL CONTROL

Mr. Thompson made a motion to approve the minutes of the Animal Control Committee Meetings and claims for May 10, 2022 and June 7, 2022. Mr. Hawkins seconded the motion and with a voice vote the chair declared the motion carried.

BUILDINGS AND GROUNDS

Mr. Cavanaugh made a motion to approve the minutes of the Buildings and Grounds Committee Meetings and claims for May 11, 2022 and June 8, 2022. Mr. Bresnahan seconded the motion and the following vote was taken:

Ayes: Stevens, Thompson, Winkler, Bresnahan, Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Spears

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

PCOM Employment Agreement

Mr. Winkler made a motion to approve the PCOM Employment Agreement, Mr. Spears seconded the motion and the following vote was taken:

Ayes: Thompson, Winkler, Bresnahan, Byers, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens

Nays: None

Abstain: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried.

lnteragency Agreement

Mr. Bresnahan made a motion to approve the lnteragency Agreement, Mr. Winkler seconded the motion and the following vote was taken:

Ayes: Winkler, Bresnahan, Byers, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way

Nays: None

Abstain: Cavanaugh

Absent: Cole, Monroe, Way

The chair declared the motion carried.

RESOLUTION #20-21-22

Assistant Public Defender Contract

Mr. Bresnahan made a motion to amend the resolution item number 2 to be the sum of $21,667.00 not $65,000.00. Mr. Schar seconded the motion and the following vote was taken:

Ayes: Bresnahan, Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way, Winkler

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

Mr. Cavanaugh made a motion to approve the amended Assistant Public Defender, contract. Mr. Bresnahan seconded the motion and the following vote was taken:

Ayes: Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way, Winkler, Bresnahan

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

FINANCE COMMITTEE

Mr. Jenks made a motion to approve the minutes of the Finance Committee Meetings and claims for May 12, 2022 and June 9, 2022. Mr. Schar seconded the motion and the following vote was taken:

Ayes: Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way, Winkler, Bresnahan, Byers

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

ARPA Funds- Premium Pay

Mr. Jenks made a motion to approve ARPA Premium Pay for Warren County Health Department $1000, and $1500 Victims Advocate effective on June 24, 2022. Mrs. Cox seconded the motion and following vote was taken:

Ayes: Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way, Winkler, Bresnahan,

Byers, Cavanaugh

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

RESOLUTION #21-21-22- #2S-21-22

ARPA Bids

Mr. Jenks made a motion to approve the foregoing resolution, drafts to be finalized and implemented when ARPA can proceed, Cox explained the bids and needs for these bids. Mr. Spears seconded the motion and the following vote was taken:

Ayes: Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Way, Winkler, Bresnahan, Byers, Cavanaugh,Cox

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

Speer Financial Overview

Jenks explained the need to hire them as financial advising on the jail project. Approve to move forward with them and getting a contract.

CIRCUIT CLERK REPORTS

Mr. Thompson made a motion to approve the Circuit Clerk reports for April 2022 and May 2022. Mr. Cavanaugh seconded the motion with a voice vote the chair declared the motion carried.

COUNTY CLERK REPORTS

Mr. Hawkins made a motion to approve the County Clerk reports for April 2022 and May 2022.

Mr. Byers seconded the motion and with a voice vote the chair declared the motion carried.

TREASURER REPORTS

Mr. Cavanaugh made a motion to approve the Treasurer reports for April 2022 and May 2022.

Mr. Spears seconded the motion and with a voice vote the chair declared the motion carried.

Zoning Reports

Mr. Cavanaugh made a motion to approve the Zoning reports for thru April 2022. Mr. Spears seconded the motion and with a voice vote the chair declared the motion carried.

9-1-1 Reports

Mr. Cavanaugh made a motion to approve the 911 reports for April 2022 and May 2022. Mr. Spears seconded the motion and with a voice vote the chair declared the motion carried.

APPOINTMENTS

Mr. Cavanaugh made a motion to approve Public Aid Committee, 4-year terms, Carol Parrish- Lenox Township, Donna Scott- Monmouth Township, John Yeager- Kelly Township, John Baughman- Floyd Township, Michael Pearson- Warren County Board Chairman. Warren County Board of Health 3-year terms, Dr. Sid Smith- Dentist, Karen Gibson- At-Large, Al McGuire- Coroner. Mr. Jenks seconded the motion and with a voice vote the chair declared the motion carried

Closed Session Minutes

Mr. Bresnahan made a motion to approve that the closed session minutes remain closed. Mr. Thompson seconded the motion and the following vote was taken:

Ayes: Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Spears, Stevens, Thompson, Winkler, Bresnahan

Nays: None

Absent: Cole, Monroe, Way

The chair declared the motion carried.

CHAIRMAN'S COMMENTS

Mr. Pearson thanked everyone for their time and good discussion

Recess

Mr. Cavanaugh made a motion to recess the County Board Meeting. Mr. Thompson seconded the motion and with a voice vote the meeting was adjourned until 9:30 am on Wednesday, September 14, 2022.
