Warren County Board met April 27

Warren County Board met April 27.

Here are the minutes provided by the board:

At the special meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth at 6:00pm, the following members were present:

PRESENT: Honorable Michael Pearson

Dan Byers

Sean Cavanaugh

Danielle Cox

Steve Hawkins

David Jenks

Lyman Schar

Sean Stevens

Bill Thompson

ABSENT: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

CLERK: Tina M. Conard

The chair declared a quorum present and the meeting was opened for business.

CHANGES AND/OR AMENDMENTS TO THE AGENDA

Mr. Stevens made a motion to add discussion on jail. Mr. Thompson seconded the motion and with a voice vote the chair declared the motion carried.

CLOSED SESSION

Mr. Schar made a motion to go into closed session. Mr. Byers seconded the motion and the following vote was taken

Ayes: Byers, Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Stevens, Thompson Nays: None

Absent: Bresnahan, Cole, Monroe, Spears, Way, Winkler

The chair declared the motion carried.

Mr. Hawkins made a motion to adjourn closed session. Mr. Cavanaugh seconded that motion and the following vote was taken:

Ayes: Cavanaugh, Cox, Hawkins, Jenks, Pearson, Schar, Stevens, Thompson, Byers Nays: None

Absent: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

The chair declared the motion carried.

HOURLY EMPLOYEE SALARIES

Mr. Cavanaugh made a motion to approve the $2.40 increase across the board with all AFSCME employees that would start May 7th 2022. Mrs. Cox seconded the motion and the following vote was taken,

Ayes: Hawkins, Jenks, Person, Schar, Stevens, Thompson, Byers, Cavanaugh, Cox Nays: None

Absent: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

The chair declared the motion carried.

Mr. Cavanaugh made a motion to approve Marcia Difuntorum and Katherine Stacker pay rate to $21.85 effective May 7th 2022. Mrs. Cox seconded the motion and the following vote was taken,

Ayes: Cox, Hawkins, Jenks, Person, Schar, Stevens, Thompson, Byers, Cavanaugh Nays: None

Absent: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

The chair declared the motion carried.

Mr. Thompson made a motion to approve Shanae Gray $1.05 pay raise increase effective May 7th 2022. Mr. Jenks seconded the motion and the following vote was taken

Ayes: Jenks, Person, Stevens, Thompson, Byers, Cavanaugh

Nays: Cox, Schar

Absent: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

The chair declared the motion carried.

RESOLUTION #12-21-22

Amended Sheriff Salary

Mr. Thompson made a motion to amend Sheriff Salary Resolution. Mr. Cavanaugh seconded the motion and the following vote was taken

Ayes: Person, Stevens, Thompson, Byers, Cavanaugh, Cox, Hawkins, Jenks

Nays: Schar

Absent: Tim Bresnahan, Tiffany Cole, Melanie Monroe, Pat Spears, Robbie Way, Todd Winkler

The chair declared the motion carried.

Jail discussion

Jenks spoke on a couple of meetings with bonding companies. Now met with Finance Advisors, he would be the liaison between the county and the bonding company. Possibility of having referendum on November ballot or special election or April 2023 election. Have several board meetings to discuss this.

Recommend suggestions on a referendum committee.

ADJOURN

Mr. Hawkins made a motion to adjourn the Special County Board Meeting. Mr. Thompson seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday, June 15, 2022 for the regular Warren County Board Meeting.
