McDonough County Elms/Building and Grounds Committee met March 8.

The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee Members in attendance included, Chair Larry Aurelio, Vice Chair Terra Lithchfield, Dave Cortelyou, Mike Cox, Cindi Helling, Travis Hiel, Deckle McLean and Vicky Kipling. Others in attendance included Chad Wilson, Circuit Clerk Kim Wilson, County Board Chair Scott Schwerer, Elms Administrator Tim Bledsoe, Patrick Stout and Committee Secretary Stacey Alexander.
Chair Larry Aurelio called the meeting to order at 7:02 p.m.
Review and Approval of February 8, 2022 Minutes
Member Litchfield moved with a second by Member Kipling to approve the minutes as submitted. Motion carried on a voice vote.
Farm Report
County Chair Schwerer informed the Committee that there is a little snow out there.
Administrator’s Report
Census is at 68, with 9 being Medicare, 39 being Medicaid and, 18 private pay. Medicare currently owes $184,646.95. There were 9 admissions and, 9 discharges. Tim Bledsoe gave the report. Bledsoe informed the Committee that the new phone system is being installed on March 9, 2022. Bledsoe also stated that the Governor changed the definition of fully vaccinated to include the booster.
Financial Report
Member Hiel moved with a second by Member Kipling to approve the February 2022 Financial Reports. Motion carried on a voice vote.
Elms Claims
Member McLean moved with a second by Vice Chair Litchfield to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 8 yeas, 0 nays, 0 vacant and 0 absent.
Macomb Public Building Commission
Member Cox informed the Committee that the project at the Jail is finished.
McDonough County Maintenance Directors Report
Chad Wilson gave the report. Wilson stated that they have had to do a lot of snow removal this season. Wilson informed the Committee that Chuck is tuck pointing the outer wall of the State’s Attorney’s Office. Wilson informed the Committee that the North doors of the Courthouse are closed due to the concrete coming apart, and that the East doors will be closed soon for the same reason. Member Cox stated that he reached out to Benson & Associates to do a study on the Courthouse. He will also be contacting IMEG. Vice Chair Litchfield stated that they need to get moving on this because the stairs and the drainage need taken care of. Member Hiel stated that he would like to see something next month.
Building and Grounds Claims
Member Cox moved with a second by Vice Chair Litchfield to approve the February Building and Grounds Claims. Motion carried on a voice vote.
Brenda Hance regarding possibly Lighting up the Courthouse in support of the Ukraine
County Chair Schwerer informed the Committee that this was forwarded to him from the Mayor. Member Hiel moved with a second by Member Kipling to not allow the request from Brenda Hance. Motion carried on a voice vote.
Other
Vice Chair Litchfield asked about Director Wilson’s comp time. Chair Aurelio asked Wilson to use his comp time. Chair Aurelio would like to pay Wilson out 160 hours. Wilson agreed to be paid out. They are still working on the mileage issue.
Circuit Clerk Kim Wilson informed the Committee that Macomb Beautiful had asked if they should order plants for the Courthouse or not. The Committee agreed not to do any more planting this year.
County Board Chair Comments
County Chair Schwerer informed the Committee that there has been talk about the CO2 Pipeline. Chair Schwerer stated that the County has no control over that. The Courthouse has been without phone or internet, Maintenance Director Wilson stated that it is not due to a breaker, or the room being rewired. Member Hiel sated that it might be a good idea to order an extra switch to have on hand. Chair Schwerer also informed the Committee that there is no County Engineer as of yet.
