City of Knoxville City Council met Dec. 20.

Call to Order: Mayor Myers called the regular Council Meeting to order at 7:00 PM. All rose to recite the Pledge of Allegiance.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore and Reed; Mayor Myers, Treasurer Barnum, Chief Poyner, Engineer Cooper, and City Clerk Wilt. Absent: Attorney McCoy. Also present: Tyrone Taylor, Felisa Taylor, Pam Wilson, Doug Slaton, Don Moffitt, Geoff Hurd, Jeff Jefferson, Al Hayden, additional members of the Knoxville Fire Department and Knoxville Fire Protection District trustees.
Public Comments: Pam Wilson, 107 Willow Ln, presented memorial donations to the Knoxville Police Department, the Knoxville Public Library, and the Knoxville Fire Department and First Responders, in memory of Mark Wilson and John and Dorcas Fry.
Approval of Minutes: Alderman Gruner moved to approve the Minutes of the December 6, 2021 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.
Appointment of Ward 2 Alderman Tyrone Taylor: Alderman Hillier moved to approve the appointment of Tyrone Taylor as Ward 2 Alderman. Alderman Gruner seconded the motion, which passed with seven (7) Yes votes.
Mayor Myers administered the oath of office to Ward 2 Alderman Tyrone Taylor.
GENERAL REPORTS
Attorney Report: No report.
Engineer Report: No report.
Treasurer’s Report: No report.
City Clerk’s Report: No report.
Payment of City Bills: Alderman Gruner moved to approve payment of the City Bills; Alderman Hillier seconded the motion which passed with eight (8) Yes votes.
INFORMATION ITEMS
• Mayor Myers noted that the monthly departmental operating reports were available in the online Council packet.
OLD BUSINESS
1. Ordinance 2021-12 2022 Tax Levies: A tax levy ordinance totaling $365,619.00 was presented, with no changes from the 2021 ordinance. Alderman Hillier moved to approve Ordinance 2021-12 2022 Tax Levies. Alderman Moore seconded the motion, which passed with eight (8) Yes votes.
2. Pet Fees and Fines: Alderman Howard shared figures from other municipalities for pet licensing, veterinary, and boarding fees. The entire Animal Control municipal code needs revision. The item was tabled until the January 17, 2022 Council meeting.
3. Use Policy for New City Hall: This item was tabled until the January 3, 2022 Council meeting.
NEW BUSINESS
1. Resolution 2021-48 – Hire Part Time Police Officer Torry Carnes: Alderman Howard moved to approve Resolution 2021-48 to hire Torry Carnes at $17.50 per hour. Alderman Hillier seconded the motion, which passed with eight (8) Yes votes. Officer Carnes is certified, and has a trained police dog.
2. Visit New City Hall: Mayor Myers stated that following the Committee Reports, the Council members will leave the meeting site and reconvene at the new City Hall building.
Mayor’s Report:
• The construction of the new City Hall council table is in process at Knoxville High School.
• January 27 is the tentative date to move from the old City Hall to the new one, and the office will be closed that day.
• Storage contract costs need to be reviewed.
• Appropriations will ideally be finalized before the new fiscal year starts on May 1, 2022.
• The IL Municipal League noted a change to the state video gambling terminal fee charge, and it needs to be investigated how Knoxville is affected.
• Three employee notes were circulated, thanking the Council for the Christmas Bonus. A note from the Lynnette McKee family was circulated, thanking the Council for the memorial donation.
• The next regularly scheduled Council meeting will be held on Monday, January 3, 2022 at 7:00 pm.

Mayor Myers dismissed the Council members to travel to the new City Hall building. The meeting was reconvened at 7:28 PM at the new City Hall Building.
Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore, Reed and Taylor; Mayor Myers, Treasurer Barnum, Chief Poyner, Engineer Cooper, and City Clerk Wilt. Absent: None.
Members viewed the new City Hall.
Adjourn: At 7:35 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
