McDonough County Finance Committee met Nov. 10.
Here are the minutes provided by the committee:
The monthly Finance Committee meeting was held at 6:00 p.m. The meeting was held at the McDonough County Courthouse, Law Library. Committee members present were Vice Chair Larry Aurelio, Letha Clark, Dave Cortelyou, Mike Cox, Joe Erlandson, and Dave Nissen. Member absent was Chair Travis Hiel. Others in attendance included County Chair Scott Schwerer, and County Clerk Gretchen DeJaynes, Patrick Stout, Sheriff Nicholas Petitgout, George Dixon, and Chris Pumo
Vice Chair Aurelio called the meeting to order at 7:00 p.m.
Review and Approve Minutes from October 13, 2021
Member Erlandson moved with a second by Member Cortelyou to approve the minutes as submitted. Motion carried on a voice vote.
MCPT Report Review & Approval
The monthly request for November 2021 was reviewed. Member Clark moved with a second by Member Erlandson to approve the MCPT Report in the amount of $1111.50 for November 2021. Motion carried on a voice vote.
Bushnell Senior Meals Report Review & Approval
The monthly report for November 2021 from the YMCA for transportation of senior meals was reviewed. Member Clark moved with a second by Member Erlandson to approve the November 2021 YMCA report in the amount of $812.59. Motion carried on a voice vote.
Coroner Report
The monthly Coroner Report was received and filed.
Monthly Financial Reports
The monthly Financial Reports were received and filed.
Transfer of Funds
None.
Warrants Issued in Vacation
Member Clark moved with a second by Member Erlandson to approve the Warrants Issued in Vacation. Motion carried on a voice vote.
Insurance Update
None.
Chris Pumo
Chris Pumo gave an overview of the Insurance coverage McDonough County has. This included Automobile, Boiler, Crime, Designated Wrongful Employment Practices Liability, Elms Property, Employee Benefits Errors or Omissions Liability, Inland Marine, Property, Public Agency Multi- Class Liability, and Worker’s Compensation.
Disbursement of Funds
County Chair Schwerer informed the Committee that the Building Commission has an account that matured and will be refunded to the City, and the County evenly. Member Cortelyou moved with a second by Member Erlandson to approve the Disbursement of funds. Motion carried on a voice vote.
Assessor Agreement
Member Cortelyou moved with a second by Member Clark to send the Assessor Agreement to Full Board. County Chair Schwerer informed the Committee that this agreement will extend Tammy Camp’s Contact until June, 30 2022.
Assessor Agreement to Appoint
Member Erlandson moved with a second by Member Clark to send the Appointment of Deborah Cousins to a four-year position to Full Board.
FY 2021 Budget Resolutions
Budget resolutions were discussed.
ARPA Fund Action
County Chair Schwerer informed the Committee that the bill S30-11 is still in the House with no movement at this time. Member Cox would like to see the Committee prioritize the projects. Member Cox would also like to see our technology upgraded for another Pandemic. Member Dixon had numbers on putting in second tower for rural water and several other things that would improve the rural water system. There are 887 participants at this time. There would be more new customers if they had the infrastructure. Putting in values to zone the system is the first priority. It will cost $116,900.00 for 60 valves that will allow the System to be separated into zones. The second priority would be replacing meters at home sites. Member Cox would like to know the next step to getting valves. Member Dixon will work with the rural water engineers to get a proposal together by December Finance meeting.

Member Cortelyou moved with a second by Member Nissen to approve the Claims as submitted. Motion carried on a voice vote.

Sheriff Petitgout is talking to Henderson County about housing inmates Bliss McKnight asked Sheriff Petitgout to set on their Advisory Board.
County Board Chair Comments
County Chair Schwerer informed the Committee that there is a truth in taxation hearing Wednesday prior to the County Board meeting.
