McDonough County Elms/Building and Grounds Committee met Oct. 12.

Here are the minutes provided by the committee:

The Elms/Building and Grounds Committee met at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Law Library. Committee Members in attendance included, Chair Larry Aurelio, Vice Chair Terra Lithchfield, Dave Cortelyou, Mike Cox, Cindi Helling, Deckle McLean and, Vicky Kipling. Member absent was Travis Hiel. Others in attendance included Thomas Lowe, County Board Chair Scott Schwerer, Elms Administrator Tim Bledsoe, Patrick Stout and Committee Secretary Stacey Alexander, Maintenance Director Chad Wilson, Sabrina Pilger, Chelsi Shirrell, Troy Shirrell, Brittni Shirrell, Director of Nursing Becca Olson, Assistant Director of Nursing Ashley Byers, and Heily Windsor.

Chair Larry Aurelio called the meeting to order at 7:04 p.m.

Review and Approval of September 14, 2021 Minutes

Vice Chair Litchfield moved with a second by Member McLean to approve the minutes as submitted. Motion carried on a voice vote.

Farm Report

County Chair Schwerer informed the Committee that they have started Combining the beans.

Administrator’s Report

Census is at 70, with 7 being Medicare, 32 being Medicaid and, 19 private pay. Medicare currently owes $151,385.30. There were 38 admissions and, 30 discharges. Elms Director Tim Bledsoe gave the Budget Report and informed the Committee that they will be budget Neutral in FY 2021.

Chelsi Shirrell

Chelsi Shirrell asked the Committee why it was taking so long to get answers on her grievance with The Elms. County Chair Schwerer informed Shirrell that when she quit her grievance was void.

Financial Report

Vice Chair Litchfield moved with a second by Member Cox to approve the September 2021 Financial Reports. Motion carried on a voice vote.

Elms Claims

Member Cox moved with a second by Member McLean to approve the Elm’s claims as submitted. Motion carried with a roll call vote of 7 yeas, 0 nays, 0 vacant and 1 absent.

Macomb Public Building Commission

County Chair Schwerer informed the Committee that the sidewalk has started going in at the jail, and new windows are going in the Zen Building. County Chair Schwerer thanked Member Cox for helping with the new flagpole.

McDonough County Maintenance Directors Report

Maintenance Director Chad Wilson gave the report. Wilson informed the Committee that the lights are adjusted. Wilson stated that the new flagpole, and all exterior doors are done. Wilson informed the Committee that the drain on the north side of the Courthouse is formed up for concrete. Wilson informed the Committee that the Assistant State’s Attorney’s office should be able to move back in their office by Thanksgiving. Wilson also informed the Committee that the Highway Department is looking into a split system. He stated that he needs to get bids for the drainage system around the Courthouse. Chair Schwerer stated that he will get an estimate from IMEG.

Building and Grounds Claims

Member Cortelyou moved with a second by Member Helling to approve the September Building and Grounds Claims. Motion carried on a voice vote.

Other

County Board Chair Comments

County Chair Schwerer stated that the old flagpole needs to come out. The Committee agreed.

Adjourn

Member Cortelyou moved with a second by Member Litchfield to adjourn the meeting at 7:51 p.m. Motion carried on a voice vote.
