City of Knoxville City Council met Nov. 1.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Howard, Moore, and Reed; Mayor Myers, Treasurer Barnum, Attorney McCoy, and City Clerk Wilt. Absent: None. Also present: Chad Morse with Porter-Hay Insurance Co.

Public Comments: None.

Approval of Minutes: Alderman Gruner moved to approve the Minutes of the October 18, 2021 City Council Meeting. Alderman Hillier seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: No report.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

INFORMATION ITEMS

None.

OLD BUSINESS

None.

NEW BUSINESS

1. Property /Liability Insurance Renewal: Chad Morse with Porter-Hay Insurance announced that the Illinois Municipal League gave no rate changes for renewal, but that the worker’s comp portion of the bill was significantly higher. He will investigate and bring results back to the November 15, 2021 Council meeting.

2. Ordinance 2021-11 Remove City Administrator Position: There has not been a City Administrator since 2004. Alderman Howard moved to approve Ordinance 2021-11 Remove City Administrator Position. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.

3. Employee Holiday Bonuses: Alderman Gruner moved to approve $16,300.00 for employee holiday bonuses for 2021. Alderman Eiker seconded the motion, which passed with seven (7) Yes votes.

Mayor’s Report:

• Chapter 9 of the Municipal Code is Civil Defense. Clarification of this portion of the code will be discussed at the November 15, 2021 Council meeting.

• The Christmas parade will be held on December 4, 2021, and the Council will ride in the parade.

• Due to low numbers, the local Boy Scout troop is unable to put out the Christmas luminaries following the parade. Other community groups will be asked to assist.

• The sidewalk and parking lot concrete has all been poured at the new City Hall. The interior is mostly completed, including carpeting. The new council table is being built at Knoxville High School.

• Some trees donated through the Knoxville Community Foundation tree project will be planted at selected City locations this month, including at the new City Hall.

• The community electrical aggregation program contract expires in February 2022, and rates are up significantly. This item will be on the November 15, 2021 meeting agenda.

• The next regularly scheduled Council meeting will be held on Monday, November 15, 2021 at 7:00 PM at the Police Station.

• Water/Sewer: No report.

Adjourn: At 7:30 PM, Alderman Hillier moved to Adjourn the Meeting; Alderman Eiker seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
