Mercer County School District #404 Board of Education met Aug. 18.

Here are the minutes provided by the board:

The Board of Education of Mercer County School District #404, Mercer, Henderson, & Rock Island Counties, Illinois, convened at a regular meeting at the Mercer County Intermediate School Music Room, 1002 SW 6th Street, Aledo, IL, at 6:30 PM.

Prior to Roll Call, Pastor Dietmeier opened with a brief prayer, followed by the Pledge of Allegiance led by President Mike Bowns.

ATTENDANCE

Board members present upon roll call: Bieri, Bowns, Smock, Wagner, and Yates.

A quorum was present.

Absent: Monson absent. Balmer arrived at 7:45PM.

Administrators present: Superintendent Scott Petrie, Principals Bush, Fleuette, Koresko, Day and Sedam.

Also in Attendance: Andrew Hofer and Secretary Angie Baker.

SRO AGREEMENT 2. There was a motion by Smock, seconded by Yates, to approve the Intergovernmental agreement with Mercer County Sheriff’s Office for a School Resource Officer at the high school.

Roll Call: 5 Ayes, 0 Nays. Motion Carried.

BUS SERVICE AGREEMENT 3. There was a motion by Smock, seconded by Bieri, to approve the Bus Service Agreement with Johannes for the 2021-2022 school year as presented. Roll Call: 5 Ayes, 0 Nays. Motion carried.

CLOSED SESSION 4. There was a motion by Bieri, seconded by Yates, to go into Closed Session after a short recess for Personnel and a Review of Closed Session Minutes at 7:03PM.

4.1 Personnel

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5 ILCS 120/2(c)(1)

4.2 Review of Closed Session Minutes

The discussion of minutes of meetings lawfully closed under the Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. 5 ILCS 120/2(c)(21)

Balmer arrived at 7:45PM.

OPEN SESSION 5. There was a motion by Balmer, seconded by Bieri to come out of closed session at 8:45PM.

Roll Call: 6 Ayes, 0 Nays. Motion carried.

HIRE NBE PARAPRO 6. There was a motion by Smock, seconded by Bowns, to hire Kylee Busch as New Boston Elementary Paraprofessional. Roll Call: 6 Ayes, 0 Nays. Motion carried.

HIRE HIGH SCHOOL ONE ON ONE PARAPRO 7. There was a motion by Smock, seconded by Bowns, to hire Kaitlyn Ward-Marceleno as High School One on One Paraprofessional. Roll Call: 6 Ayes, 0 Nays. Motion carried.

HIRE NBE ONE ON ONE PARAPRO 8. There was a motion by Smock, seconded by Bowns, to hire Brianna Nelson as New Boston Elementary One on One Paraprofessional. Roll Call: 6 Ayes, 0 Nays. Motion carried.

HIRE SPECIAL ED TEACHER SUPERVISOR 9. There was a motion by Smock, seconded by Bowns, to hire Margaret Puckett as Special Education Teacher Supervisor. Roll Call: 6 Ayes, 0 Nays. Motion carried.

HIRE HS BOYS BASKETBALL COACH 10. There was a motion by Smock, seconded by Bowns, to hire Morgan Braucht as High School Sophomore Boys Basketball Coach. Roll Call: 6 Ayes, 0 Nays. Motion carried.

CLOSED MINUTE REVIEW 11. There was a motion by Smock, seconded by Bowns, to keep the closed session minutes from January 2021 – June 2021 closed. Roll Call: 6 Ayes, 0 Nays. Motion carried.

RESOLUTION OF DISMISSAL 12. There was a motion by Smock, seconded by Bowns, to approve the Resolution of Dismissal of Educational Support Personnel Employee Jerry Schwartzkopf for reasons other than reduction-in-force. Roll Call: 6 Ayes, 0 Nays. Motion carried.

ADJOURN 13. There was a motion by Smock, seconded by Bowns, to adjourn the meeting at 9:02 PM.

Majority of Ayes by Voice Vote. Motion carried.

ADDITIONS/ DELETIONS 1. None

PUBLIC COMMENT 2. None

CORRESPONDENCE 3. Thank you cards were received for memorials in memory of Steven Carey & Dee Hennenfent. Quad Cities Community Foundation sent a thank you card for the tour and explanation of the new innovations happening at MCHS.

BOARD COMMENTS 4. Julie Wagner mentioned the Fall Division Meeting hosted by Moline Coal Valley SD 40 on Thursday, November 4, 2021. The topic will focus on evidence-based framework for leadership.

Bill Smock and Mike Bowns mentioned the Opening Institute Staff Breakfast held at MCIS on August 16th. Mr. Petrie provided a presentation on the Facility Study Community Survey being sent out to staff, parents, and community. Bill and Mike both spoke and answered questions from the staff after the presentation.

COMMITTEE REPORTS 5. Mr. Petrie mentioned the dates, times and locations for the Community Outreach Meetings being held at New Boston Elementary and the Intermediate School. Electronic versions of the survey went out to staff and parents. Paper surveys will also be mailed to residence.

INTERGOVERNMENTAL AGREEMENT 6. Mr. Petrie discussed the three-year agreement between the Mercer County Sherriff’s Department and Mercer County School District. A School Resource Officer will be hired full time at the High School once the 40-hour training is completed.

JOHANNES BUS SERVICE AGREEMENT 7. Mr. Petrie discussed the 21-22 Johannes Bus Service Agreement stating there is a 5.5% increase from last year. Both Mercer County and Johannes are struggling to find bus drivers causing longer bus routes.

FY22 BUDGET 8. Mr. Petrie summarized the budget with the information provided in the board packet. The FY22 proposed budget has been posted to the district website and is available to view in the District Office. The annual budget hearing and adoption will happen next month.

FOOD SERVICE ANNUAL REPORT 9. Mr. Petrie went over the food service report stating that despite the pandemic, we profited $1,819.86. We are looking to upgrade a couple of warmers at the High School and Intermediate School.

COURSE SYLLABUS 10. Mr. Sedam and Mrs. Day spoke briefly on the Course Syllabus template that they sent out to the teachers. They are hoping to have these to share on the district website in September or October.

LIVE STREAMING 11. Mrs. Day spoke about the possibility of the Audio/Visual Technician Class providing support to live stream the monthly board meetings.

YouTube and Zoom platforms were both discussed.

ADMINISTRATIVE REPORTS 12. In addition to their written reports, the following was mentioned: Mr. Fleuette discussed the concrete pad being poured for the shelter today. He also mentioned the Kindergarten class this year has 41 girls and 25 boys.

Mrs. Day stated the high school has 17 new students registered this year.

Mr. Bush stated Back Pack night at New Boston Elementary was a success with a 95% attendance rate.

Mr. Petrie mentioned the possibility of the Junior High and High School dismissing early for heat. Bus routes would be ran twice.
