City of Knoxville City Council met Oct. 4.

Here are the minutes provided by the council:

Call to Order: Mayor Myers called the Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Eiker, Gruner, Hillier, Hope, Moore, and Reed; Mayor Myers, Treasurer Barnum, Chief of Police Poyner, Engineer Cooper, Attorney McCoy, and City Clerk Wilt. Absent: Alderman Howard.

Public Comments: None.

Approval of Minutes: Alderman Moore moved to approve the Minutes of the September 20, 2021 City Council Meeting. Alderman Eiker seconded the motion which passed by voice vote with no dissent.

GENERAL REPORTS

Attorney Report: Attorney McCoy noted that he had filed a motion to dismiss the suit for the final balance due from former Police Officer Ryder Cudd for training, and that the proceedings on former Police Officer Shawn Keith were still pending.

Engineer Report: No report.

Treasurer’s Report: No report.

City Clerk’s Report: No report.

OLD BUSINESS

None.

NEW BUSINESS

1. Draft Ordinance Coronavirus Local Fiscal Recovery Act: Engineer Cooper reported that the City had received the first payment of $185,291.96 as part of the American Rescue Plan Act (ARPA). An ordinance is required by the federal government in which the City agrees to accept the funds and to follow the rules associated with it. Alderman Gruner moved to approve Ordinance 2021-10 Coronavirus Local Fiscal Recovery Fund. Alderman Hillier seconded the motion, which passed with six (6) Yes votes and one (1) Absent. Mayor Myers suggested that the first payment could be used to pay off the balance of the new City Hall building, while the second payment, to be received in 2022, could be used for Water and Sewer upgrades.

2. James Knox Park Pavilion Roof: Alderman Reed presented two bids with the options to replace the current roof of the small pavilion with shingles or metal. Alderman Reed moved to select the low bid of $4,500.00 from Brad’s Home Improvement to replace the James Knox Park small pavilion roof with shingles. Alderman Eiker seconded the motion, which passed with six (6) Yes votes and one (1) Absent.

3. Resolution 2021-45 Hire Trenton Martin Full Time Sanitation Worker: Alderman Gruner moved to approve Resolution 2021-45 to hire Trenton Martin as a Full Time Sanitation Worker at $17.00 per hour. Alderman Eiker seconded the motion, which passed with six (6) Yes votes and one (1) Absent.

4. Set Trick or Treat Hours for October 31: Alderman Hillier moved to set trick or treat hours from 6:00-8:00 PM on Sunday, October 31, 2021. Alderman Gruner seconded the motion, which passed by voice vote with no dissent.

5. Close City Hall November 26 – Day After Thanksgiving: Alderman Hillier moved to close City Hall on November 26, 2021. Alderman Hope seconded the motion, which passed by voice vote with no dissent. Other City services will remain open, and City Hall employees will use vacation time for that day.

6. Resolution 2021-46 Christmas Parade December 4: Alderman Moore moved to approve Resolution 2021-46 to hold a Christmas Parade at 1:00 PM on December 4, 2021. Alderman Eiker seconded the motion, which passed by voice vote with no dissent.

7. Purchase Hardware/Software for Body-Worn Cameras: Chief Poyner noted that the hardware and software that marries the body and car camera systems still needs to be purchased. Alderman Gruner moved to purchase camera hardware/software for $3,013.00 from Stalker Radar Applied Concepts Inc. Alderman Eiker seconded the motion, which passed with six (6) Yes votes and one (1) Absent.

Mayor’s Report:

• The placement of the proposed solar array at the wastewater treatment plant requires cutting down nuisance trees south of the plant. By general consent, the project will continue to move forward.

• New City Hall interior painting is complete, and the new furniture is scheduled to arrive around December 1. The ramp is currently being installed. The area was cleaned up by Hein Construction prior to the Knox County Scenic Drive.

• The Knoxville Scenic Drive stop was very busy on October 2-3, 2021.

• Mayor Myers will be a part of the Knox County Hazard Mitigation Plan.

• The storage building roofs will need to be considered in the next fiscal year.

• The suggestion at the last meeting to consolidate from two backhoes to one is not feasible, but other backhoe changes will be considered.

• The next regularly scheduled Council meeting will be held on Monday, November 1, 2021 at 7:00 PM at the Police Station.

Committee Reports

• Administration: No report.

• Cemetery: No report.

• Economic Development: No report.

• Parks: No report.

• Police: No report.

• Sanitation: The new dumpsters have been received.

• Streets: No report.

• Water/Sewer: No report.

Adjourn: At 7:31 PM, Alderman Gruner moved to Adjourn the Meeting; Alderman Hillier seconded the motion, which passed by voice vote with no dissent. The meeting was adjourned.
