The ROWVA Board of Education met in their regular meeting in the High School LMC. The meeting was called to order by Mr. Haynes at 7:00 p.m.
The following members answered roll call at 7:00 p.m.:

Mr. Johnson moved and Mr. Kalb seconded the motion to approve the Consent Agenda for the minutes of August 16, 2021 and September 1, 2021, the Treasurer’s Report, and the payment of all bills in Education, Operations and Maintenance, Transportation, IMRF, Working Cash, Fire/Safety and Activity Funds as listed on the official copy. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried.
People present were Board members, administrators, six members of the certified staff, Bell of the press and four students, and six members of the public.
The Board of Education Learning Progress Committee presented their monthly report. They reviewed: Mr. Haynes and Mrs. Shepherd reported that the meeting was used to determine goals or outcome from the committee. Mrs. Pelton reported that eight teachers attended with the administrators and board members. She also described the benchmark testing that occurs three times per year. Benchmark testing takes placed primarily for math and reading for grades K-12. Curriculum based measurements are taking place as well this year. Elementary will also measure social and emotional risk for its students. She also commented on the challenge of the immediacy of the quarantine process for the students and the challenge it creates for the teachers and the education process. There are a growing number of IEP students which may increase the need for additional support personnel.
Mrs. Danner presented the elementary principal’s report. She reviewed: School year goals, September enrollment numbers, educational spotlight, instructional coach report, and upcoming events/activities.
Mr. Seaney presented the jr./sr. high school principal’s report. He reviewed: School year goals, enrollment numbers, student spotlight, education spotlight, director of innovation report, and upcoming events/activities (homecoming week).
Mr. Sornberger presented the superintendent’s report. All items are Agenda items.
Mr. Sornberger presented the tentative FY22 Budget and recommended that is be approved as presented. Mr. Kuelper moved and Mr. Johnson seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried.
Mr. Sornberger discussed the Return to School Quarantine Plan.
Mr. Sornberger recommended that the Intergovernmental Agreement with the Delabar CTE System be approved. Mrs. Shepherd moved and Mr. Lake seconded the motion. Motion carried.
Mr. Sornberger requested approval for an overnight trip for FCCLA. Mr. Kalb moved and Mr. West seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☐ Nay ☒), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried 6-1.
Mr. Johnson made a motion to amend the previous motion to include the FFA for its trip in October. Mr. West seconded the motion. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☐ Nay ☒), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried 6-1.
Mr. Sornberger recommended that the resignation from Cade Clark (Custodian) be accepted. Mr. Kuelper moved and Mr. Lake seconded the motion. Motion carried.
Mr. Sornberger recommended that Brittany Secor and Tara Huizenga be hired as Remote Learning Teachers for the 2021-2022 school year. Mr. West moved and Mrs. Shepherd seconded the motion. Motion carried.
Mr. Sornberger recommended hiring Alicia Empson as the Boys’ 8th Grade Basketball Coach. Mr. Lake moved and Mr. Johnson seconded the motion. Motion carried.
Mr. Sornberger requested approval to post a Custodian job opening. Mrs. Shepherd moved and Mr. Kuelper seconded the motion. Motion carried.
Matt Johnson reported that the Governing Board for the Knox/Warren Special Education District met. The result of the meeting was a slight increase in cost to the district for the services provided.
Mr. Sornberger announced that Mrs. Linda Bell would no longer be able to cover ROWVA Board meetings due to corporate cuts at the newspaper. The ROWVA board appreciates her coverage over the past 36.5 years.
Mr. Kuelper moved and Mrs. Shepherd seconded the motion to adjourn at 8:08 p.m. Motion carried.
