ROWVA Community Unit School District 208 Board of Education met Sept. 1.

Here are the minutes provided by the board:

The ROWVA Board of Education met for a special meeting in the High School LMC. The meeting was called to order by Mr. Haynes at 7:00 p.m.

The following members answered roll call at 7:00 p.m.:

Mr. Johnson (Present ☒ Not Present ☐), Mr. Kalb (Present ☒ Not Present ☐), Mr. Kuelper (Present ☒ Not Present ☐), Mr. Lake (Present ☒ Not Present ☐), Mrs. Shepherd (Present ☒ Not Present ☐), Mr. West (Present ☒ Not Present ☐), and Mr. Haynes (Present ☒ Not Present ☐).

Mr. West moved and Mr. Kuelper seconded the motion to accept the agenda for the meeting. Motion approved.

People present were Board members, administrators, Bell and WQAD of the press and approximately 30 members of the district staff and public.

Amended Return to School Plan: Principals Danner and Seaney described the mask breaks at each level. Mr. Sornberger answered questions about the quarantine section of the plan.

Mr. Kalb moved and Mrs. Shepherd seconded the motion to approve the Amended Return to School Plan for 2021-2022. Polled Vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☐ Nay ☒), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried 6-1.

Mr. Lake moved and Mr. Kuelper seconded the motion to approve an amendment to the above motion on the above motion to approve the Amended Return to School Plan for 2021-2022. The amendment included the following: approval of the RtS plan through November 21st with extension or modification vote to occur at the November 15th Board of Education meeting and to formulate a committee to develop metrics to track learning progress on a quarterly basis, to determine learning gaps created during the 2019-2020 and 2020-2021 school year and develop proposals for learning recovery, and review our RTS plan at least monthly and develop proposals that reduce the impact of COVID restrictions our student learning environment, and develop a COVID specific communication plan for keeping our parents and community current on our progress. Polled Vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☐ Nay ☒), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☐ Nay ☒). Motion carried 5-2.

Mr. Lake moved and Mr. Kuelper seconded the motion to move into closed session to discuss personnel. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried at 7:23 p.m.

Mr. Lake moved and Mr. Kuelper seconded the motion to return to open session to discuss personnel. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried at 8:18 p.m.

Mr. Kuelper moved and Mrs. Shepherd seconded the motion to adjourn at 8:18. Motion carried.
