CALL TO ORDER
The Monmouth-Roseville C.U.S.D. # 238 Board of Education met in a special meeting in the High School Auditorium at 200 South B Street, Monmouth, Illinois. At 7:00 p.m. the meeting was called to order by President Killey and the roll was read. The following Members responded: Killey, Bratcher, Brooks, Huston, Schumm, Switzer, and Watson (7). Roll call #1.
PLEDGE OF ALLEGIANCE
Board President Killey led the gathering in the Pledge of Allegiance
NEW BUSINESS
A. Action/Approval of Continuation of Learning Plan for the 21-22 school year
Superintendent Fletcher presented the Board with the following documents for discussion: Continuation of Learning Plan, Mask Wearing Metrics, and Frequently Asked Questions. These items will appear in full on the school district website.
Member Brooks moved and Member Bratcher seconded the motion to approve the continuation of learning plan for the 21-22 school year as presented. On roll call the following members voted AYE: Bratcher, Brooks, Huston, Schumm, Switzer, Watson, and Killey (7). Motion carried. Roll call #4
B. Action / Approval of MOU between Board of Education and MREA
Superintendent Fletcher presented an MOU between the Board and the MREA based on the continuation of learning plan.
Member Brooks moved to accept the MOU as presented and Member Schumm seconded the motion. On roll call the following members voted AYE: Brooks, Huston, Schumm, Switzer, Watson, Killey, and Bratcher (7). Motion carried. Roll call #3
PUBLIC COMMENTS Parent Tammy Duff was present and addressed the Board.
BOARD COMMENTS
Superintendent Fletcher read the following statement: Over the past few months, the Board of Education and I have read ever changing guidance on how to provide a safe learning environment for our students and staff. We have heard from our district legal counsel regarding the legal pitfalls of not requiring masks in schools. We have heard from our community members about their opinions on masks, vaccinations, etc. I want to say publicly that the persons sitting up here tonight have spent many sleepless nights worrying about the decisions we talked about tonight. Our main objective is to keep students and staff safe while trying to bring a sense of normalcy to our students. The only way we can do that is with the full cooperation of our students, staff, parents and guardians. If your child is sick, please DO NOT send them to school. If your child has any symptoms of illness, please DO NOT send them to school. If you receive a call from school staff regarding your child, please do not yell and cuss at our staff members. The Board and District have a sound plan to keep students safe and move towards normalcy. The success of this plan is dependent upon working together and understanding that our actions outside of school are just as important as our mitigation efforts in school. There will be bumps in the road, but I know we can have a successful school year. Details of our plan will be posted to the website tomorrow.

PERSONNEL AGENDA
Superintendent Fletcher asked to Board to approve the following hires: Andrea Frieden, Principal, Central Intermediate School, $94,353.00 and James Kane, Director or Transportation, $50,000. Member Switzer moved and Member Watson seconded the personnel agenda as presented. On roll call the following Members voted AYE: Switzer, Watson, Killey, Bratcher, Brooks, Huston, and Schumm (7). Motion carried. Roll call #4
